THE ORDINANCE ADOPTED AUGUST <br />9, 1960, PROVIDING FOR THE CLASSIFICATION OF EMPLOYMENT AND A COMPENSATION <br />PLAN FOR FIREMEN AND POLICEMEN OF THE CITY." <br /> <br />dissenting vote: <br /> <br />62-140 - <br /> <br />On motion of Mr. Walker, the following resolution was adopted, without <br />"SECOND ANNUAL RESOLUTION OF REMINDER" <br /> <br /> "WHEREAS, the Council of the City of Portsmouth, Virginia on the ninth <br />day of June, 1959, and again on the fourteenth day of November, 1961., unanimously approved resolutions pro- <br />testing the tight federal and state control over the administration of the welfare program which has resulted <br />in mushrooming cosLs and a permanent dole constituting a stigma and a disgrace to the stature of a free and <br />responsible people, and appealing for the help of its representatives in the Congress of the United States <br />and in the General Assembly of Virginia To revise existing federal and state regulations in order Lo return <br />control and supervision of the welfare program to the local level, and <br />WHEREAS, the costs still move steeply upwards, the rolls continue ro in- <br />crease, and the legislative dampeners to the voice of the people aL the scene remain intact upon the law books, t <br /> NOW, THEREFORE~ BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the sense of the abovementioned resolutions remains the same as of this date and tke urgency of <br />the appeals contained therein increases annually, and that the representatives of the City of Portsmouth, <br />Virginia in the Congress and in the General Assembly are hereby again reminded of the said resolutions and <br />again urged Lo take the necessary corrective action, <br /> BE IT FURTHER RESOLVED that copies of these resolutions be forwarded by the <br />City Clerk to all members of the Congress of the United States and the General Assembly of Virginia represenL- <br />ing the people of this City, and that copies be forwarded to the governing, bodies of the Cities of Norfolk, <br />Bouth Norfolk, Virginma Beach, Suffolk, Newport News and Hampton, and the Counties of Norfolk, Princess Anne <br />and Nansemond." <br /> <br /> 62-140-A - Motion of Mr. Walke~ Lo adjourn until the election returns have been <br />received, was lost, there being no second. <br /> <br /> 62-141 - Motion of Mr Walker to place the following ordinance on first reading was <br />there being no second: <br /> <br /> "AN ORDINANCE TO AMEND AND REORDAIN SECTION 8-1.6, O~ THE CODE OF <br />THE CITY OF POHTSMOUTH~ VIRGINIA, 1951, AS AMENDED~ TO PROVIDE FOR THE <br />BEGINNING OF THE FISCAL YEAR ON TRE FIRST DAY OF JANUARY OF EACH YEAR <br />FROM AND AFTER JANUARY 1, 1963." <br /> <br /> 62-142 - A letter from William J. Budd relative to ~ater standing at 404 Weston <br />Street was received and, on motion of Mr. Leafy, referred to a conference of the Council. <br /> <br />62-143 - The following letter from the Westhaven Park Civic League was. read: <br /> <br /> "The Westhaven Park Civic League, at a regular meeting of the membership <br />on June 5th, 1962, adopted a resolution requesting the City Council to explain the propriety of the Council's <br />election of Mr. Jack P. Barnes to the Airport Authority. <br /> Specifically: was this election in accord with the spirit of Chapter III, <br />Section 19 of the Portsmouth City Charter? QuoLe 'NO MEMBER OF TRE COUNCIL SHALL BE ELIGIBLE, DURING HIS <br />TENL~E OF OFFICE AS SUCH MEMBER, OR FOR ONE YEAR TNEREAFTER, TO ANY OFFICE TO BE FILLED BY THE COUNCIL, BY <br />ELECTION, OR BY APPOINTMENT.' End of Quote. <br /> Was 2he election of Mr. Barnes to membership on the Airport Authority con- <br />sistent with the aforementioned Chapter and section of the Portsmouth City Charter? Bradshaw, President" <br /> <br />Motion of Mr. Knight to refer to the City Attorney was adopted, without dissenting <br /> <br />vote. <br /> <br /> 62-144 - On motion of ~r. Barnes, the ~ollowing letter from ~r. fusing was referred <br />to the next conference of Council: <br /> <br /> "Over six (6) years ago, while the writer was a member of the Portsmouth <br />City School Board, the present Woodrow Wi]son High School was built along with parking facilities and roads <br />leading to and from. <br /> Every avenue going Lo the Woodrow Wilson High School was completed with a <br />wide thoroughfare with the exception of the completion of West Road between Willett Drive and Eartford Street. <br />The overall plan was to widen this road going into Hartford Street, but over six (6) years have elapsed and <br />nothing has been done Lo at least widen the road and curb it. <br /> Many of the ssreets near West Road have been paved, curbed and guttered. <br />I refer particularly Lo Sycamore Road, which is the next streot parallel Lo West Road between Willett Drive <br />and Hartford Street, along with other similar streets in the area and in Waterview proper. <br /> During the past six (6) years, the traffic has increased tremendously on <br />this thoroughfare because it is an outlet for people attending basketball games and all sports events at the <br />gymnasium, as well as all entertainment that is held in the Willett Auditorium. This is one of the direct <br />outlets for people going to the Western Branch and Churchland areas, Waterview, Glenshellah, River Park, <br />Merrimac Point, Lynn Shores and Port Norfolk. A large number of homes have been built in that area during <br />the past six (6) years~ more than was ever dreamed of when the high school was built. <br /> In addition to the traffic from the gymnasium and the Willett Auditorium, <br />this road ls used extonsivoly by students, paronts and many others all during tho school year. In addition <br />to this, this road is also used by the buses. <br /> <br /> <br />
