Barnes, to the Airport Authority, as esta-blished by the 1962 General Assembly.
We. submit that this ~P~P~ok~m~ by Council is: in conflict with the Portsmouth
City Charter, Chapter Three, Section~Nineteen, which states, "NO member of the Council shall be eligible during
his tenure of office as such member, or fmr one year thereafter, to any office to be filled by the Council, by
election or by appointment." .(Acts 1908, Ch, 157, Pg. 197.)
Although Mayor Smith was not present at the May meeting, we are sure Mayor
Smith remembers his appointment by MNyor Bartlett to the Planning. Commission. During his term the Legislature
empowered the Council to make such appointments, and the abovementioned Charter Section has prevented a member
of Council from serving since. ~ ~

This League is of the opinion that a Citizen removed from the Municipal
Government could best serve our City on the Airport Authority.
