<br />62-135 - The following petition was read:
<br />
<br /> "We, the undersigned, request immediate relief from the torment of smoke
<br />being made by the burning of debris in Lincolnsville by the Portsmouth Redevelopment and Housing Authority.
<br /> For almost a year, 8 Or 10 bonfires day and night have gone unquenched (in
<br />the severest storms) causing respiratory, sinus and heart patients untold trouble and suffering and expense.
<br />The paint on houses in Park View has beenruined by the discoloration. Some paint jobs only a very few months
<br />old are smoked up so terribly as to be in need of redoing. The inside of homes are filled with this abomination
<br />Ill and dying patients can't get fresh air.
<br /> Someone will need to take care of house paint ruin. Who?

<br /> 62-136 - The following communication from the West Side Civic League was read:
<br />
<br /> "At a called meeting in May, your honorable body appointed Vice Mayor,
<br />Jack P. Barnes, to the Airport Authority, as esta-blished by the 1962 General Assembly.
<br /> We. submit that this ~P~P~ok~m~ by Council is: in conflict with the Portsmouth
<br />City Charter, Chapter Three, Section~Nineteen, which states, "NO member of the Council shall be eligible during
<br />his tenure of office as such member, or fmr one year thereafter, to any office to be filled by the Council, by
<br />election or by appointment." .(Acts 1908, Ch, 157, Pg. 197.)
<br /> Although Mayor Smith was not present at the May meeting, we are sure Mayor
<br />Smith remembers his appointment by MNyor Bartlett to the Planning. Commission. During his term the Legislature
<br />empowered the Council to make such appointments, and the abovementioned Charter Section has prevented a member
<br />of Council from serving since. ~ ~

<br /> This League is of the opinion that a Citizen removed from the Municipal

<br /> 'At its regular monthly meeting on June 5, 1962, the City Planning Commission
<br />unanimously resolved to recommend that the boundaries of the NORTHS IDE GENERAL.NEIGHBORHOOD RENEWAL PLAN AREA,
<br />for the second time, be ~mended. : ,
<br /> The commission, after months of careful study, much of which is reflected in
<br />its official statement of June 5, 1962, titled "MAJOR STREET PLAN FOR EASTERN PORTSMOUTH" feels that the follow-
<br />ing two block area should be added to that of the Northside General Renewal Plan:
<br /> ~ ~ Bounded on the east by Effingham Street (now Route 141),
<br /> on the north by London Street (future Route 141),
<br /> on the west by Chestnut Street, and
<br /> on the south by High Street.
<br /> This recommendation has been discussed with technicians working on the GNRP
<br />and representatives of the Portsmouth Redevelopment and Housing Authority, all of whom are now in agreement on
<br />the boundary alteration. Signed: J. Brewer Moore, Planning Director."

<br />COUNCIL OF THE CITY OF PORTSMOUTH HELD ON JUNE 27, 1961, AND TO REVERT
<br />TO THOSE RATES FOR SERVICE CHARGES AND RATES FOR WATER FURNISHED BY THE
<br />CITY OF PORTSMOUTH WHICH WERE IN EFFECT PRIOR TO JULY 1, 1961, AND IN
<br />THE CITY OF SUFFOLK PRIOR TO AUGUST 1, 1961."
