February24.1998 <br /> <br />98-39 - Adoption of a resolution authorizing the City Manager to abandon <br /> and convey a portion of the Third Street utility easement to the <br /> owners of WAVY-TV for expansion of their facilities. <br /> <br />Recommendation: <br /> <br />Adoption of a resolution authorizing the City Manager to abandon and <br />convey a portion of the Third Street utility easement to the owners of <br />WAVY-TV for expansion of their Portsmouth studio, <br /> <br />· The closure and conveyance will be effective with WAVY'S relocation of <br /> a city owned 8" sanitary sewer and fire protection water service. <br /> <br />Puroose and Need: <br /> <br />· This action allows for the expansion of an existing Portsmouth <br /> business. <br /> <br />· WAVY is the only adjacent property owner to the existing utility <br /> easement. <br /> <br />Financial Impact: <br /> <br />· WAVY will construct additions to their news and engineering <br /> departments valued at $630,000. No additional jobs will be created. <br /> <br />WAVY will contract and pay for the relocation of an 8" gravity sewer <br />line and alternate fire protection water service to their existing facility to <br />allow abandonment of a portion of the easement. <br /> <br />1. Stuart Bonnell, 2018 River Pearl Way, representing Hoggard and Eure, <br /> provided information on the utility easement. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the <br />following resolution, and was adopted by the following vote: <br /> <br /> "RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE <br />SUCH DEEDS OR OTHER DOCUMENTS AS MAY BE NECESSARY TO <br />ABANDON AND CONVEY A PORTON OF THE EASEMENT RESERVED FOR <br />PUBLIC UTILITIES IN THIRD STREET. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to execute such <br />deeds and/or other documents as may be necessary to abandon and <br />convey a portion of an easement reserved for public utilities located in that <br />portion of Third Street which was closed by Ordinance of the Council of the <br />City of Portsmouth adopted on January 13, 1987." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />98-40 - Boards and Commissions <br /> <br />Mr. Clemons offered the following nominations for boards and <br />commissions: <br /> <br />PLANNING COUNCIL <br /> <br />Cameron C. Pitts to be reappointed to the Board of Directors for a one-year <br />term ending April 1999. <br /> <br /> <br />
