Clemons, Bernard <br />D. Griffin, Sr.,'Cameron C. Pitts, James T. Martin, P. Ward Robinett, Jr., J. <br />Thomas Benn III, Deputy City Manager H. TimothY Little, City Attorney G. <br />Timothy Oksman. ~ <br /> <br /> Councilman J. Thomas Benn opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley cslled the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Pitts, and seConded by Mr. Clemons, to approve the <br />minutes of a Called Meeting on January 27, 1998, a Regular Meeting on <br />January 27, 1998; a Called Meeting on February 8, 1998; a Called Meeting <br />on February 9, 1998; and a Called Meeting on February '10, 1998, and was <br />adopted by unanimous vote. <br /> <br />98 - 34 ~ Presentations: <br /> <br />· Proclamation presented to Peggy Walker for "Brain Awareness Week." <br /> <br />- PUBLIC HEARING - <br /> <br />98-36 - Public Hearing on Use Permits: <br /> <br />(a) UP-97-26 PORT NORFOLK NEIGHBORHOOD - Terry Boggs requests a <br /> use permit for a day care center at 624 Broad Street. <br /> <br /> Motion by Mr. Benn and seconded by Mr. Clemons to concur with the <br />~.recommendation of the Planning Commission that UP-97-26 be approved <br /> on first reading, and was adopted by a unanimous vote. <br /> <br />(b) UP.97-27NORTH CHURCHLAND NEIGHBORHOOD - Claude F. Lyre <br /> requests a use permit to expand a storage facility located near <br /> the intersection of Twin Pines Road and Gateway Drive. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-97-27 be approved <br />on first reading, and was adopted by a 6-0~1 vote. (Mr. Robinett abstained; <br />relative may be a limited partnership member.) <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />98-37 - Adoption of an ordinance to revise Section 38-94 (a) of the Code of <br /> the City of Portsmouth pertaining to collection of unpaid utility <br /> bills. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to revise Section 38-94 (a) of the City Code <br /> perta_ining to collection of unpaid utility bills. <br /> <br />Purpose and Need: <br /> <br />Revisions bring this code section into conformance with the State Code, <br />specifically those sections dealing with liens on property and allowable <br />collection fees. <br /> <br />The revisions would also allow the City to utilize the powers of its City <br />Treasurer in the collection of unpaid utility charges should such action <br />be necessary. <br /> <br /> <br />
