Collinswood Sub-division Section 1. <br /> This easement runs between the Commercial property fronting on Route 58 and the <br />Residential property at the rear <br /> The planting screen intended for the said area has been placed upon the rear of tl <br />Residential property and the didication of the planting easement to the city of Portsmouth was not required by <br />the subdivision regulating of the city of Portsmouth, nor was it recommended by the Planning Commission. <br /> <br /> It is necessary to remove this planting requirement in the easement in order that <br />the Commercial property can be properly developed. <br /> <br />dissenting vote: <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on first reading, without <br /> <br />"AN OP~INANCE TO VACATE A PLANTING EASEMENT SHOWN ON THE PLAT OF COLLINSWOOD, <br /> SECTION 1. <br /> <br /> 62-229 - "I submil the attached ordinance and recommend that it be placed on first <br />reading. <br /> This provides for compulsory attendance of children between the ages of 7 and 16 <br />in the schools in-Portsmouth, Virginia. <br /> This has been approved by the School Board and a request has been made that the <br />City Council take actipn on this matter." <br /> <br />dissenting vote: <br /> <br />On motion of Mr. Eastes, the following ordinance was approved on first reading, without <br /> <br />"AN ORDINANCE TO PROVIDE THAT TITLE 22~ CHAPTER 12~ ARTICLE 4, CODE OF <br />VIRGINIA, 1950, AS AMENDED, PROVIDING FOR THE COMPULSORY ATTENDANCE OF <br />CHILDREN BETWEEN THE AGES OF SEVEN AN~ SIXTEEN IN THE SCHOOLS SPECIFIED <br />THEREIN, SHALL BE IN EFFECT AND IN FORCE W-ITHIN THE CITY OF PORTSMOUTH, <br />VIRGINIA. <br /> <br />read: <br /> <br />In this connection, the following communication from the Westhaven Park Civic League was <br /> <br /> The Westhaven Park Civic League, at the regular September meeting, adopted a <br />resolution requesting the City Council adopt an ordinance to continue the compulsory school-attendance law. <br /> We feel that the law would help prevent the problem of dropouts in an area <br />where an education is so much in demand. <br /> We~appreciate your consideration in this matter. <br /> <br /> 62-230 - I submit the attached ordinance and recommend that it be placed on first <br />reading. <br /> This authorizes the sale of two small parcels of land to the Housing Authority <br />mn connection with the development of Washington Park. <br /> One is a small portion of what would be Duke SEreet if opened and the other is <br />a small portion of the City's Race Street Pumping Station site. <br /> These parcels are of no value no the City and the ~ousing Authority is to pay <br />$550.00 for said property." <br /> <br /> On motion of Mr. Knight, the following ordnance was approved on first reading: <br /> <br />"MN ORDINANCE TO AUTHORIZE AND DIRECT THE CONVEYANCE OF TWO PARCELS OF LAND <br />WITHIN ~E WASHINGTON PARK LOW RENT SLUM CLEARANCE PROJECT TO THE PORTSMOUTH <br />REDEVELOPMENT AND HOUSING AUTHORITY." <br /> <br /> 62-231 - "I submit the attached ordinance and recommend that it be placed on first reading. <br /> This changes the voting place for Precinct No. Two in Stuart Ward. The old <br />Highland Siltmore School was being used as a voting place, but with the construction of the new school, this <br />building is no longer in use; Therefore it is necessary to change the voting place to the new Highland Biltmore <br />School. <br /> This has been~requ~sted by the Electoral Board. <br /> <br />On motion of Mr Barnes the following ordinance was approved on first reading: <br /> <br />AN ORDINANCE TO AMEND SECTION 37-46 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1961, TO CHANGE THE VOTING PLACE FOR PRECINCT NO. TWO IN STUART <br />WARD TO THE NEW HIGHLAND BILTMORE SCHOOL. <br /> <br /> 62-232 - "I submit the attached ordinances and recommend tha~ they be placed on first <br />reading: <br /> These amend various sections of the Portsmouth City Code of 196~ to correct <br />typographical errors and the omissions when the Code was recently printed. <br /> These corrections are as follows: <br /> 1. On the ordinance to amend Section 26-37, ~n paragraph a, line ll the words, <br /> 'the amount of his accumulated contributions' have been omitted. <br /> 2. In the ordinance to amend Section 29-15 pertaining to the payment of water <br />and sewer bills, in the first paragraph after the section designation, online 3, the words should read 'Water <br />Department' rather than "City Treasurer' In the contract form where the word consumer is used, it should read <br />owner. <br /> 3. In the ordinance to amend Section 31-44 pertaining To building set back lines, <br />under item 5, Elmhurst Lane, lhe description on this s~reet was incorrect. Under item ll, Thelmar Lane, it <br />should read from 'Lamper Road' rather than from 'Manor Road'. <br /> <br />On motion of Mr. Dillon the following ordinances were approved on first reading: <br /> <br /> <br />
