321 <br /> <br />March 10.1998 <br /> <br />A~opfien of {t~;~otion to transfer $1,100,Q0~0 from the Econor~ic <br />Development~tegory of the Capital tmprovements Plan (ClP) to the <br />Municipal Facilities category of the ClP, in order to complete the <br />required 'emergency repairs to the Children's Museum of Virgi~!a <br />Parking Garage. <br /> <br />Recommendation: <br /> <br />Adoption of a motion to transfer $I,100,000 from the Economic <br />Development category of the Capital Improvements Plan (CIP) to the <br />Municipal Facilities category of the CIP, in order to complete the required <br />emergency repairs to the Children's Museum of Virginia Parking Garage. <br /> <br />Purpose and Need: <br /> <br />The Children's Museum of Virginia Parking Garage is a pre-cast concrete <br />garage that was built in 1973. There are numerous serious structural <br />deficiencies in the garage's infrastructure and also major deterioration to <br />the top slab on the third level of the parking deck. <br /> <br />Re-inspections of the garage facility have indicated greatly increased <br />deterioration over the last year, therefore, it is necessary that a <br />considerable amount of renovations be made at this time to avoid the need <br />for total replacement of this facility in the future. <br /> <br />Bids were received on February 26, 1998 for structural repairs to the <br />columns, beams, etc. and to replace the concrete topping.and joints on the <br />third floor of the Garage as outlined on Attachment A. <br /> <br />Construction will begin in March with completion by September 1. This <br />work will be phased in order to keep at least half of the garage open at one <br />time. <br /> <br />Financial Impact: <br /> <br />The transfer within the ClP is from appropriated and bond funded sources. <br />The project the funds are being transferred from is Fairwood Homes. <br />Alternative funding sources are currently being pursued (Federal and State <br />funding) which have a high likelihood of being received for the Fairwood <br />Project. Given the circumstance, existing funding is the most appropriate <br />alternative for addressing thisemergency need without incurring additional <br />debt or utilizing reserves. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to transfer $1,100,000 from <br />the Economic Development category of the CapitallmprovemenIs Plan (CIP) to <br />the Municipal Facilities category of the CIP, in order to complete the required <br />emergency repairs to the Children's Museum of Virginia Parking Garage. <br /> <br />Ayes: Benn, Clemons, Gdffin, Martin, Pitts, Robinett,.
