They were as follows: <br /> E. V. Williams Company $ 569,048.16 <br /> Hunt Contracting Company 600,599.58 <br /> Vanguard Construction Cpmpany 639,294.20 <br /> In the bid of E. V. Williams, $96,039.96 is the cost ro Mr. J. C. Wright, the developer <br />of the motel and matins. This ms for bulkheading for his property. Mr. Wright has been notified of this bid, <br />but we have not received an answer as yet. <br /> I recommend that the conzract be awarded to E. V. Williams Company , the low bidder, <br />subject to the concurrence of Mr. J. C. Wright. <br /> <br /> Motion of Mr. Dillon co concur in the recommendation of .the City Manager was adopted, <br />without dissenting yore. <br /> <br /> 63-29 - I recommend that someone be appointed to the West Portsmouth Mosquito Control <br />District. It was necessary that Dr. L. H. Denny res~gm. <br /> This ls one of two mosquito control boards in the City with .two. members serving on each <br />board. These boards are a requirement of the State to qualify for State funds." <br /> <br /> Motion o5 Mr. Barnes to go into the election of a member to the West Portsmouth Mosquito <br />Control District was adopted. <br /> <br />Mr. Barnes aominated M. G. Pendleton. <br /> <br />On ~oti~n of Mr. Knight, nominations were closed. <br /> <br /> Vote being taken, Mr. Pendleton was unanimbusly elected a member of the West Portsmouth <br />Mosquito Control District. <br /> <br /> 63-30 - "I submit the attached Mutual Aid Fire Fighting Agreemen5 and recomalend that I be <br />authorized to sign, <br /> This is the same agreement as is now in effec~ except for an amendment ro include the <br />Stanley Court Apartments. <br /> These apartments have recently been transferred to the Shipyard for operational control <br />similar no ~osp, or~HpDes..". <br /> <br /> Motion of Mr. Eastes that the City Manager be authorized to sign the agreement was <br />adopted, without dissenting vote. <br /> <br /> 63-31 - "I submit the attached Resolution and recommend its adoption. <br /> This Resolution approves the Effingnam Street Interchange with Interstate 264 as submitted <br />by the State Highway Department. <br /> This design incorporates all of the requirements that the City has requested." <br /> <br />On motion of Mr. Dillon, the following resolution was adopted: without dissenting vote: <br /> <br /> "WHEREAS, this Council on July 24, 1962, did request of the Virginia Department of <br />Highways and the Federal Bureau of Public Roads that the terminus of Interstate 264 between Effinghsm Streen and <br />the Downtown Elizabeth River Tunnel be restudied and red6signed so as ro provide a complete interchange making <br />it possible for both eastbound and westbound intersEa~e highway traffic to enter and~leave Effingham Street; and <br /> WHEREAS, this Council on March 6, 1962, pnrsuan~ no the Code of Virginia, 1950, did <br />adopt as parr of its official long-range Comprehensive. Plan, a proposal that would make Effingham Street the <br />major north-south highway in eastern Portsmouth and another that would extend Interstate 264 eastward beyond <br />the Downtown Elizabeth River Tunnel to connectdirectly with Crawford Street, which is planned for extension over <br />Craford Bay so as no tie in with Effingham Street as a so-called "Outer Loop"; and <br /> WHEREAS, officials of the Virginia Depar~men~ of Highways and the Federal Bureau of <br />Public Roads have this 12th day of February, 1963, laid before us a modified proposal for the eastern terminus <br />of Interstate 264; and <br /> WHEREAS, this plan offered by the Virgznza Deparnment of Highways and the Federal Bureau <br />of Public Roads does meet our requirement for a complete interchange in the area between Effingham Street and the <br />Downtown Elizabeth River Tunnel; <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the said plan be and the same is hereby endorsed and that the sincere appreciation of the Council is extended Lo <br />all State,nd Federal official~ whose splendid cooperation produced the modified design leading to fulfillment of <br />several fundamental objectives sec forth in the Comprehensive Plan of the City. <br /> BE IT FURTHER RESOLVED, that a copy of this resolution be presented without delay to the <br />Virginia Department of Highways and to the Federal Bureau of Public Roads." <br /> <br /> UNFINISHED BUSINESS <br /> <br /> 63-10 - The following ordinance, approved on first reading ar last meeting, was taken up <br />and read: <br /> <br /> <br />
