32: <br /> <br />The following letter from <br /> <br />the City Manager, and enclosures, were read: <br /> <br /> "I submit herewith a report from the Director of Public Works, Director of.Pdblic H~slth <br />and Chief of the Fi~Deparsment concerning a Use Permit for .the operatio~ o£ a twenty-six bed Nursing Home on the <br />northeast corner of Rodmsn Avenue and Winchester Drive. ~ - : <br /> This is submitted in accordance with Section ~-2 of ~the Zoning.Ordinance. <br /> <br />Encle~sur~':? ~'T~is is concerning your letter dated January 21, 1963~ re~arding the application for s <br />'Use Permit' which you received covering the operation of a twenty-six bed nursing home on the northeast eo~ner of <br />Rodmsn Avenue and .Wlnchester Drive. <br /> So far as the Department of Public Works is concerned I can see no reason why the proposed <br />operation would adversely affect the healtk or safety of persons residing or working in the neighborhood, or that <br />it would be detrimental to the welfare or injurious to the property or improvemenss in the community a~ the <br />proposed location. ~ <br /> <br /> In my opinion there is s definite aced for a m'o~d~n'and up to date institutidn ~f this kind <br />in the City of Portsmouth. I .think it would be warmly welcomed and appreciated by a great many citizens of the <br />City, and that it will serve a mos~ useful service. A nursing home will be in accordance with the purposes of the <br />'Zoning Ordinance', at the subject location." (Signed: F J. This home ~o~e located on the northesst corner of Rodman Avenue and Winchester Drive. <br /> Attached hereto, is an inspection report from Assistant Chief K. L. Host of the Fire <br />Prevention Bureau regarding this proper~y. <br /> I am in complete accord with the Assistan~ Chief." (Signed: Odell Benton, Fire Chief) <br /> <br /> Enclosure - "I hsve inspected the site for the proposed nursing home located on the Northeas~ corner <br />of Bodman Avenue and Winchester Drive, and have als~ studied the plans for the building. <br /> There is a Community Center located across the street from this site on Winchesner Drive, <br />s church occupies an entire block diagonally across Rodmnn Avenue 5o the South of this site. On the Southwes5 <br />Corner of Halifax Avenue and Arlington Place is located a dwelling, one room of which is used by the Compton Oil <br />Co. as an office. Tank trucks used in the delivery of fuel oil are parked on this property. There are three <br />dwellings located on the West side of Rodman Avenue across from the proposed site and 5wo dwellings On Arlington <br />Place are located on propersy joining the site. <br /> s~-~ o~. Andrew Rankin, Distric5 Scout Executive, Portsmouth ares~ presented George Be~mer of <br />Troop 251' snd Steve M~xwell of Troop 219 who gave repo~ss of Boy Scout wor~ in Portsmouth, reviewing the history <br />of the Scout movement and describing its varied activities. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 63-26 - "I recommend that I be authorized to advertise for sale surplus ~ity owned land <br />bounded on the south by the north line of South Street and on-the west.by the eastern line of Godwin Street and on <br />the north by the Seaboard Air Line Railroad. <br /> This proper~y is south of the Godwin Street Pumping Station. Mr. Murden ~dvises me'that thi <br />land is not necessary for the operation of the Water Department and the Planning Commission has approved the sale <br />of the property." <br /> <br /> Motion of Mr. Eastes co concur in the recommendation of the City Manager was adopted, <br />without dissenting vote. <br /> <br /> <br />
