A. <br /> <br />The meeting was opened with prayer by Mr. Dillon. <br /> <br />held on February 12th, 1963, there were present: <br /> <br /> Dillon, George D. Eastes, <br /> Korb, acting City Attorney~ <br /> <br />Minute~ of the meeting held on January 22nd, 1963, were read and approved. <br /> <br />63-25 - The following hearing on zoning petitions~/d use permits was heard: <br /> <br />Z 63-1 - Petition of Emmett E. Jennings. <br /> <br />No one spoke in regard ro the petition.~ <br /> <br /> Motion df Mr. Atkinson ~o concur in ~he-.recomme~dation of the ~lanning Commission and to <br />a-pprove the following ordinance on £irst reading was adopted, without dissenting vo~e: <br /> <br /> "ZONING A~ENDNIENT ORDINANCE E 63-1" <br /> <br /> Z 63-2~ - Petition of the Seabbard Airl~ine Railroad. <br /> <br /> No one-spoke in regard ~o the petition. <br /> <br /> Motion of Mr. Dillon ro concur in t.he recommendation of ihe Planning comm~ssfon and <br />approve the following ordinance on first reading, was.adopted, without dissenting vote: <br /> <br /> "ZONING AMENDMENT,ORDINANCE Z 63-2" <br /> <br />-Z 63-3 - Petition ,of Tarrs Corporation. <br /> <br /> No one spoke in regard Lo the petition. Powell. <br /> <br />No one spoke in regard ~o the petition. <br /> <br /> Motion of Mr. Eastes to concur mn the recommendation of the Planning Commission and <br />approve the following ordinance on firs5 reading, was adopted, without dissenting vote: <br /> <br /> "ZONING AMENDMENT ORDINANCE Z 63-7" <br /> <br /> UP 63~1- Petition of Pauline ~. Bsrfield. <br /> <br />EO <br /> <br />The following spoke against the petition: <br /> <br />Peter Wnukoski, who presented the following letter: <br /> <br /> "At s recent meeting, the League unanimously adopted a resolution opposing the <br />-granting of a 'Use Permit' for the construction of a nursing home zn Westhaven Park for the following reasons: <br /> <br /> 1. The erection of any structure on the proposed site would interfere with a <br />much needed elimination of a bad off-set in Winchester Drive aL it's intersection with Rodman Avenue. Th~ off-set <br />hinders the passage of east bound fire apparatus leaving the Grove Park fire station which is located a half <br />block wes~ of this intersection <br /> 2. The present use and character of nearby facilities would be incompatible with <br />the sor~ of a~mosphere needed for a nursing home, or hospital, and this would eventually lead To neighborhood <br />friction. <br /> 3. A nursing home of the proposed capacity would be a bus,ness enterprise and we <br />objec~ to commercial intrusion ~n our neighborhood. <br /> <br /> For the reasons stated above, we urge the Council ~o deny the petitioner s 'Use <br />Permit' for the establishment of a nursing home in Westhaven Park. <br /> We will appreciate an opportunity to speak on this ma~ter when it is brought <br />before the Council." <br /> <br />Mr. Garrison Of Troop 25, Boy Scouts. <br /> <br />The following spoke for the petition: <br /> <br /> Waylsnd Britton, a~zorney for Mrs. <br /> Reverend Parsons <br /> Mrs. Barfield <br /> <br />Barfield. <br /> <br /> <br />
