The meeting was opened with prayer by Mr. Dillon. held on February 12th, 1963, there were present: Dillon, George D. Eastes, Korb, acting City Attorney~ Minute~ of the meeting held on January 22nd, 1963, were read and approved. 63-25 - The following hearing on zoning petitions~/d use permits was heard: Z 63-1 - Petition of Emmett E. Jennings. No one spoke in regard ro the petition.~ Motion df Mr. Atkinson ~o concur in ~he-.recomme~dation of the ~lanning Commission and to a-pprove the following ordinance on £irst reading was adopted, without dissenting vo~e: "ZONING A~ENDNIENT ORDINANCE E 63-1" Z 63-2~ - Petition of the Seabbard Airl~ine Railroad. No one-spoke in regard ~o the petition. Motion of Mr. Dillon ro concur in t.he recommendation of ihe Planning comm~ssfon and approve the following ordinance on first reading, was.adopted, without dissenting vote: "ZONING AMENDMENT,ORDINANCE Z 63-2" -Z 63-3 - Petition ,of Tarrs Corporation. No one spoke in regard Lo the petition. ' Motion of Mr. Barnes to concur in the recommendation of t~e Planning Commission and 5o approve the following ordinance on ~irs~-~eading, was adopted, without dissenting vote: "ZONING AMENDMENT ORDINANCE Z 63-3" Z 63-6-Petition-of the City of Portsmouth. · No one spoke in regard ro the petition. Motion of Mr. Knight to concur in the recommendation of the Planning Commissmon and approve the following ordinance on first reading, was adopted, wi~h0ut dissenting rose: "ZONING A~ENDMENT ORDINANCE Z 63-6". Z 63-7 - Petitibn bf Ruffus A. Powell. No one spoke in regard ~o the petition. Motion of Mr. Eastes to concur mn the recommendation of the Planning Commission and approve the following ordinance on firs5 reading, was adopted, without dissenting vote: "ZONING AMENDMENT ORDINANCE Z 63-7" UP 63~1- Petition of Pauline ~. Bsrfield. EO The following spoke against the petition: Peter Wnukoski, who presented the following letter: "At s recent meeting, the League unanimously adopted a resolution opposing the -granting of a 'Use Permit' for the construction of a nursing home zn Westhaven Park for the following reasons: 1. The erection of any structure on the proposed site would interfere with a much needed elimination of a bad off-set in Winchester Drive aL it's intersection with Rodman Avenue. Th~ off-set hinders the passage of east bound fire apparatus leaving the Grove Park fire station which is located a half block wes~ of this intersection 2. The present use and character of nearby facilities would be incompatible with the sor~ of a~mosphere needed for a nursing home, or hospital, and this would eventually lead To neighborhood friction. 3. A nursing home of the proposed capacity would be a bus,ness enterprise and we objec~ to commercial intrusion ~n our neighborhood. For the reasons stated above, we urge the Council ~o deny the petitioner s 'Use Permit' for the establishment of a nursing home in Westhaven Park. We will appreciate an opportunity to speak on this ma~ter when it is brought before the Council." Mr. Garrison Of Troop 25, Boy Scouts.
