<br /> Attached - "WHEREAS, The application of Construction Associates;'Incorporated, ro vacate, close and
<br />discontinue that portion of Middle Street lying north of the northern rear lot lines of the North Street
<br />properties and south Qf.the~Swimming Point Inlet of the Elizabeth~River, has been referred 5o the Planning and
<br />Zoning Commission for investigation and report, and said.Commission has reco~nended the closing of the said
<br />portion of Middle Street and it appearing that notice of the application and request for the appointment of
<br />viewers was duly posted on the first day of the term of court of the Court of Hustings for the City of Portsmouth
<br />Virginia, held on the 21st day of February, 1963, on the bulletin board of the Court of Hustings for the City
<br />of Portsmouth, on the bulletin board of the Circuit Court of the City of Portsmouth, and on a telephone pole
<br />on Middle Street opposite the Virginia Electric and Power Company's substation, st least five days prior to this
<br />meeting:
<br /> N6W, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that:
<br />Graydon D. Meginley, L. A. Clark, James V. NcGehee, Frank N. Bilisoly, and H. E. gobertson be appointed viewers
<br />to view said street and report to this Council in writing whether in their opinion, any, and if any, what
<br />xnconvenience~ould:~esult .from discontinuing the aforementioned portion of Middle Street."

<br /> On motion of Mr. Dillon, the following ordinance was approved on first reading,
<br />without dissenting vote:
<br /> "AN ORDINANCE TO APPROPRIATE $27,075.00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br /> FUND FOR THE PURPOSE OF PURCHASING AND INSTALLING EQUIPliENT IN THE RIDDICK
<br /> WEAVER SCHOOL CAFE~ORIUMAND IN ,THE ROBERT E. LR~, SCHOOL CAFETORII~M."

<br /> 63-62 - "By an agreement dated July 1, 1953, the Elizabeth River Tunnel District has
<br />been paying the City of Portsmouth $100.00 per month for its Tunnel Bus operation in the City. This wes on the
<br />basis of a terminal on the wesI side of Court Street aL King Street.
<br /> This terminal was discontinued quite sometime ago, but the Tunnel Commission has
<br />continued To pay the $100.00.
<br /> I have now been informed by the Commission that they will cease paying the
<br />$100.00 as of March 1, 1963. This is submitted for your information."

<br /> 63~63 - "The letter from the West Side Civic League concerning the maintenance depar~men~
<br />for the Recreation Depsr~men~ was referred 5o me for a report.
<br /> Under our recreation program, there are 411.7 acres of recreation area which the
<br />City is either directly responsible or jointly responsible for maintaining.. The breakdown is as Follows: 129.6
<br />acres full responsibility of the City, 271.3 acres joint responsibility of City and Schools, 98 acres joint
<br />responsibility of City and PRHA The above areas include 1t Little League fields 13 combination baseball -
<br />softball fields, 2 men's softball fields, 1 ladies' softball field and 4 fields used only for baseball for a total
<br />of 31 fields. In addition to the actual playing grounds, there are 29 backstops, 18 restraining fences, 11
<br />outfield fences and 11 sets of dugouts located on these areas.
<br /> Three of the above listed athletic fields are used for regulation fields for
<br />football dMFing, t~e f~l~ile.practically all of the remaining areas are used as practice fields. There are 28
<br />play apparatus areas, rangln~ from the large area a~ City Park to small areas such as Rollingwood. They include
<br />2 wading pools, 2 spray pools, 6 clay tennis courts and 9 hard-surfaced tennis courts.
<br /> there are 8 Recreation Centers. 5 of which are maintained entirely by the City
<br />and the other 3 maintained jointly by the City and PRHA. These buildings are in cons~an5 use nine months out of
<br />the year and the recreation e~uipmenr located inside these buildings must be maintained. The 9 hole golf course
<br />at City Park is operated year round and requires cons~an~ upkeep and maintenance.
<br /> The Buildings and Grounds Department is responsible for the maintenance and
<br />upkeep of 31 buildings valued au $2,882,288.00 with the replacement cost of $5,294,755.00, also the maintenance of
<br />the grounds around the buildings is the responsibility of this deparzmen~. Along with the above, the maintenance
<br />of the cemeteries and the stadium has been the responsibility of the Buildings and Grounds Department. To
<br />maintain all of the above facilities, there is employed a personnel of 35.
<br /> Due to the condition of some of the buildings, it is necessary that extensive
<br />repairs be made along with regular maintenance on the other buildings. Ii'is also necessary to spend a large
<br />amount of time on the baseball fields to get them in condition for the coming season. In view of this, five
<br />employees have been transferred from the Buildings and Grounds Department to the Recreation Depar~menE to
<br />maintain all gecreation facilities, along with the stadium. Also, all playground equipment, which has been
<br />renovated during the winter months along with tractors, lawn mowers etc. has been transferred. The Buildings and
<br />Grounds Department will continue 5o maintain the cemeteries.
<br /> Tools. and equipmen~ will continue to be..transferred between departments as it
<br />has in the pas~, Of the 30 employees left in the Buildings and Grounds ~ep~Ptment, 9 are assigned to the
<br />maintenance of the cemeteries.
<br /> The Recreation Advisory Board has also studied this matter and are on record
<br />recommending this move.

<br /> Notion of Mr, Knight that the City .Manager be commended for a job well done and that he
<br />be authorized to confer with the proper school officials regarding this matter, was adopted, without dissenting
<br />vote.

<br /> 63-64 - "This is to advise City Council that the following members terms of office on the
<br />Portsmouth Naval Shipyard Museum Board ~ill expire Nay 1, 1963.
