9_63 At a regular meeting of the City Council, held on March 12, 1963, there were present: g. Irvine Smith, C. S. Atkinson, John L. Dillon, George D. Bastes, L. L. Knight, W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Korb, Acting City Attorney. the meeting was opened with prayer by Mr. Knight. Minutes of the regular meeting held on February 26, 1963, were read and approved. The following reports from the CiTy Manager were read: 63-55 -."Bids were opened on February 27, 1963, for the sale of surplus City property located at the intersection of Airline Boulevard and Potomac Avenue. This was property acquired when Airline Boulevard was widened and is no longer of any value to the City. The following ~ds were received: Mr. R. R. Buchanan $ 400.00 Dr. Arthur A. Gilbert $ 380.00 Mr. R. R. Buchanan being the high bidder, I-~ecommend ~hat this property be sold to Mr. Buchanan, ~v~ that the proper city officials be authorized to sign the deed." Motion of Mr. Dillon to concur in the .recommendation of the City Manager was adopted without dissenting vote. 63-56 - Bldg were opened on March 8; 'q963, for the s~le o~ surplus City property located on the northeast cot. ncr of WilliamsbUrg Avenue and North Street. Mrs. Anna F. Owens was the only bidder on this property. Her bid was for $1,000. O0. I recommend that the property be sold to Mrs. Owens for the above amount and that the proper city of'ficials be authorized to s.ign the deed." vote.MOtion of Mr. Eastes To concur in the recommendation of the City Manager was adopted without dissenting 63-57 -"The City has been requested To advertise for sale, surplus City property located on Court Street at Gander Creek. The sale of this property has been approved by the Planning Commission and I recommend that I be authorized To advertise this property for sale with a restriction for any necessary easements the City might need." _ Motion of Mr..Leafy to concur in the recommendation of without dissenting vote. the City Manager was adopted 63-58 - "I submit the attached Ordinance and recommend that it be placed on first reading. This amends the Ordinance adopted at the last Council meeting with. reference to laundries and dry cleaners. It places a license tax of $60.00 per annum on each truck soliciting laundry or dry cleaning in Portsmouth whose plant is located in the City of Chesapeake. The previous Ordinance adopted placed no charge on these trucks. This license fee will conform with the one adopted by the City of Chesapeake at its last meeting." dissenting vote: On motion of Mr. Knight, the following ordinance was approved on first reading without "AN ORDINANCE TO AMEND SECTIONS 60 AND 61 OF ARTICLE II OF THE LICENSE TAX ORDINANCE OF THE CITY OF PORTSMOUTH, 1960, IMPOSING A LICENSE TAX ON NON-LOCAL PERSONS ENGAGED IN THE CLEANING, PRESSING~ DYEING AND LAUNDRY BUBINEBS~ SO AB TO OBTAIN THE BENEFIT OF THE RECIPROCITY PROVISIONS OF SIMILAR ORDINANCES OF ADJOINING CITIES." 63-59 - "I submit the attached Ordinance and recommend that it be placed on first reading. This covers the tapping fee charged by the City Water Department. This is not a new charge but one that has been ~n force all the time. In amending the City Code, this section was erroneously omitted. This Ordinance is submitted To correct this omission. On motion of Mr. Eastes, the following ordinance was approved on first reading, without dissenting vote: "AN ORDINANCE TO A~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA~ 1961, BY ADDING THERETO A NEW SECTION NUMBERED.29v66.1, .ESTABLISHING THE SIZES OF .WATER MAIN TAPS AND THE CHARGES THEREFOR." 63-60 - "I submit the attached Ordinance and recommend that it be placed on first reading. This Ordinance closes that portion of Middle Street lying north of the northern rear lot lines of the North Street properties and south of the Swimming Point inlet of the Elizabeth River. It is also necessary to adopt a Resolution appointing viewers in order that this street can be closed in accordance with the State Law. It is necessary to close this ssreet for the construction of Waterfront Drive and the High-Rise AparTments." The Manager stated that he had a request from Attorney Donald Kilgore asking that action on the following ordinance be deferred until the next meeting of Council: "AN ORDINANCE TO CLOSE THAT PORTION OF MIDDLE STREET LYING NORTH OF THE NORTHERN REAR LOT LINES OF THE NORTH STREET PROPERTIES AND SOUTH OF THE SWIN~{ING POINT INLET OF THE ELIZABETH RIVER."
