9_63 <br /> <br />At a regular meeting of the City Council, held on March 12, 1963, there were present: <br /> <br />g. Irvine Smith, C. S. Atkinson, John L. Dillon, George D. Bastes, L. L. Knight, <br />W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Korb, Acting City Attorney. <br /> <br />the meeting was opened with prayer by Mr. Knight. <br /> <br />Minutes of the regular meeting held on February 26, 1963, were read and approved. <br /> <br />The following reports from the CiTy Manager were read: <br /> <br /> 63-55 -."Bids were opened on February 27, 1963, for the sale of surplus City property <br />located at the intersection of Airline Boulevard and Potomac Avenue. <br /> This was property acquired when Airline Boulevard was widened and is no longer of <br />any value to the City. The following ~ds were received: <br /> Mr. R. R. Buchanan $ 400.00 <br /> Dr. Arthur A. Gilbert $ 380.00 <br /> Mr. R. R. Buchanan being the high bidder, I-~ecommend ~hat this property be sold <br />to Mr. Buchanan, ~v~ that the proper city officials be authorized to sign the deed." <br /> <br /> Motion of Mr. Dillon to concur in the .recommendation of the City Manager was adopted <br />without dissenting vote. <br /> <br /> 63-56 - Bldg were opened on March 8; 'q963, for the s~le o~ surplus City property located <br />on the northeast cot. ncr of WilliamsbUrg Avenue and North Street. <br /> Mrs. Anna F. Owens was the only bidder on this property. Her bid was for <br />$1,000. O0. <br /> I recommend that the property be sold to Mrs. Owens for the above amount and that <br />the proper city of'ficials be authorized to s.ign the deed." <br /> <br /> vote.MOtion of Mr. Eastes To concur in the recommendation of the City Manager was adopted <br />without <br /> dissenting <br /> <br /> 63-57 -"The City has been requested To advertise for sale, surplus City property located on <br />Court Street at Gander Creek. <br /> The sale of this property has been approved by the Planning Commission and I <br />recommend that I be authorized To advertise this property for sale with a restriction for any necessary easements <br />the City might need." <br /> <br /> _ Motion of Mr..Leafy to concur in the recommendation of <br />without dissenting vote. <br /> <br />the City Manager was adopted <br /> <br /> 63-58 - "I submit the attached Ordinance and recommend that it be placed on first reading. <br /> This amends the Ordinance adopted at the last Council meeting with. reference to <br />laundries and dry cleaners. It places a license tax of $60.00 per annum on each truck soliciting laundry or dry <br />cleaning in Portsmouth whose plant is located in the City of Chesapeake. <br /> The previous Ordinance adopted placed no charge on these trucks. This license <br />fee will conform with the one adopted by the City of Chesapeake at its last meeting." <br /> <br />dissenting vote: <br /> <br />On motion of Mr. Knight, the following ordinance was approved on first reading without <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 60 AND 61 OF ARTICLE II OF THE LICENSE TAX ORDINANCE <br />OF THE CITY OF PORTSMOUTH, 1960, IMPOSING A LICENSE TAX ON NON-LOCAL PERSONS ENGAGED <br />IN THE CLEANING, PRESSING~ DYEING AND LAUNDRY BUBINEBS~ SO AB TO OBTAIN THE BENEFIT <br />OF THE RECIPROCITY PROVISIONS OF SIMILAR ORDINANCES OF ADJOINING CITIES." <br /> <br /> 63-59 - "I submit the attached Ordinance and recommend that it be placed on first reading. <br /> This covers the tapping fee charged by the City Water Department. This is not <br />a new charge but one that has been ~n force all the time. <br /> In amending the City Code, this section was erroneously omitted. <br /> This Ordinance is submitted To correct this omission. <br /> <br />On motion of Mr. Eastes, the following ordinance was approved on first reading, without <br /> <br />dissenting vote: <br /> <br />"AN ORDINANCE TO A~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA~ 1961, BY <br />ADDING THERETO A NEW SECTION NUMBERED.29v66.1, .ESTABLISHING THE SIZES OF .WATER <br />MAIN TAPS AND THE CHARGES THEREFOR." <br /> <br /> 63-60 - "I submit the attached Ordinance and recommend that it be placed on first reading. <br /> This Ordinance closes that portion of Middle Street lying north of the northern <br />rear lot lines of the North Street properties and south of the Swimming Point inlet of the Elizabeth River. <br /> <br /> It is also necessary to adopt a Resolution appointing viewers in order that this <br />street can be closed in accordance with the State Law. <br /> <br /> It is necessary to close this ssreet for the construction of Waterfront Drive and <br />the High-Rise AparTments." <br /> <br /> The Manager stated that he had a request from Attorney Donald Kilgore asking that action <br />on the following ordinance be deferred until the next meeting of Council: <br /> <br />"AN ORDINANCE TO CLOSE THAT PORTION OF MIDDLE STREET LYING NORTH OF THE <br />NORTHERN REAR LOT LINES OF THE NORTH STREET PROPERTIES AND SOUTH OF THE <br />SWIN~{ING POINT INLET OF THE ELIZABETH RIVER." <br /> <br />On motion of ~r, Knight, the attached resolutionwas adopted: <br /> <br /> <br />
