<br /> "Delete the words '253 feet no~%h of northern right of-way Line of North Street and the
<br />same is hereby closed and vacated as a public street' and add '193 feet north of the northern right-of-way line
<br />of North Street be, and the same is hereby closed and vacated as a public street, reserving unto the City of
<br />PDrtsmouth, hgwever, the perpetual easement, right an~ privilege to construct and maintain a cul-de-sac for the
<br />~se and benefit of the general public in that portion of Middle Street so closed lying adjacent to the portion
<br />not closed and extending northward for a distance of 55 ieet'."

<br /> · "At its regular monthly meetSng Qn~ April ~2,._1963, the City Planning Commission unanimously
<br />resolved to recommend that City Council proceed to advertise a public hearing on the realignment af Route 141
<br />through a portion o~ the U. S. Navat Shipyard. A. suggested legal advertisement is attached.
<br /> The Planning Commission senses that such action on the part of City Council_ might well.
<br />lead to a final agreement with the U. S. Navy on this projec$ which is ~n integral of our Comprehensive Plan.
<br />
<br /> Motion of Mr. Eastes to concur in the recommendation of the Planning Commission
<br />advertise for public, hearing on April ~3, 1963, was sdopted, without dissenting vote.

<br /> 63-90 - "At its regular month%y meeting on April 2, 1965', the City Planning Commission
<br />unanimously resolved~ ~o recommend the fetlowing amendment ro Section 4-3, Table of Uses, of the Zoning OrdinaRce:

<br />63-91 - The following communication from the Planning Director was read:

<br /> "At its regular monthly meeting on April 2, 1963, the City-Planning Commission unanimously
<br />~esolved to ~commend to City Council that.it consider instructing the PortsmouthRedevelopment & Housing
<br />Authorit~ t~acqui~a 500 dwelling unit wartime housing-prQj.ect_!onated at the ~orth~est corner of George
<br />Washington Highway and Victory Boulevard. Currently, this project is known as Williams Court and is owned and
<br />,operated by th~ ~rfolk-County Redevelopment:& gonsi~g Authority.. _
<br /> The Planning Commission feels strongly that since this housing project is located in the
<br />City of Portsmouth, it would be preferable.to ha~e it sdministered by a~ instrumentality of our municipal
<br />government.-
<br /> Moreover, since the Planning Conm]ission has reason to believe that Portsmouth City
<br />Council shares this view, it is recommended that action be tsken withqut delay.
<br /> The Planning Commission wishes to inform City Council that it would be willing ~o sit
<br />down a~ any conference and explain more fully its position on t~is ma~ter."

<br /> Motion of Mr. Arkansan ~o refer to a,.conference of the Council with the Planning
<br />Commiss~mn was adopted, without dissenting yore.

<br /> 63-92 - The~ following, communication from the Portsmouth City Republican Committee was read:

<br /> The Portsmouth C~ty Republican Committee, on the 25th y of
<br />iorwarded to the Council a resolut.ion urging it to adopt D prdposed resolution as part of its answer to a
<br />questionnaire of the U. S. Senate Sub-Cormi~tee on Intergovernmental ~elatio.ns concerning welfare and other
<br />grants-in- aid.
<br /> The Council, on 26th February, 1963, referred the resolution 5o conference for study.
<br />This item of business has oat been returned Lo the Council for final consideration.
<br /> Since the whole framework of f~deral grants-in-aid h~s become the major cause of fiscal
<br />insolvency and national debt; and since it has also been the cause of a grea~ %ass of the power of the people ~o
<br />govern themse ives at the local level; and s~nce it has been runny ~onths since the Se~are Snb~Connnittee~sent out
<br />the above questionnaires, the requested action of Council is now long overdue,$ r~'%-~-~ %. ~ · ~%~ .
<br /> £f the Coupcil has not deemed the proposed resolntioD to be s suitable answer to the
<br />U. S. Senate 6ub-Con~mittee's questionnaire, and has taken action by some other official action, it is requested
<br />that this political party and the general public should be so informed.
