63-93 - The following resolution from the City Republican Committee was read:

<br /> "WI~REA~ She United-States of America was conceived-and has-remained great and free under
<br /> a concept o~ government in which the ma-jority rules, but only ~after the ml~nority voice has been properly heard
<br /> and considered, and
<br /> WI{~REAS the Republican Party of Portsmouth, Virginla~ is a lawfully constituted political
<br /> party, the minority party, and is presently without elected representation on the Portsmouth City Council, and
<br /> Wt{EREAS the duly elected Portsmouth Republican City Committee did on 20 March, 1963,
<br />transmit ~o the City Clerk an official protest concerning the re-enactment of the water line tapping fee ordinance
<br />and requesting s postponement of its final reading f~r two weeks for the purpose of insuring public knowledge of
<br />its intent and effects, and
<br /> WHEREAS the abovesa~id protest was an item of new business on the agenda of the regular
<br />meeting of Council on the gSth of March~ 1B~3, and was duly read by the Ci~ Clerk prior to the second reading Of
<br />the abovesaid tapping fee ordinance, and
<br /> WHEREAS t~e Council did fail to recognize and consider the-validisy of either the protest
<br />o~ the reques~ for postponement in any lawful manner whatsoever and did slough off, patently disregard, and fail
<br />to take any action thereon, and
<br />
<br /> ~LEREAS the other members of Council present did allow, condone, and fail to raise a point
<br />of order when thn President did violate many of the Rules for the Government ~f Council and did, without relieving
<br />himself of the chair, usurp the floor and deliver a ~tatement not germane to the item of business before the body
<br />but which abused the person of the Chairman of the Portsmouth Republican Party wh'ose signature appeared on the
<br />correspondence, THEREFORE,
<br /> BE IT RESOLVED that it is the opinion of the City Republican Commitsee of Portsmouth,
<br />Virginia, that the abovesaid actions of-the Council of the City of Pertsmo~th, Virginis, and its President, have
<br />done great damage to our form of free government under law, by violating t~e rules under which it is constituted,
<br />and by failing to consider and lawfully act'upon a valid protest and request of the ~nority political par~y in the
<br />exercis~ of~its political responsibility."

<br /> 63-94 - The following letter from the Portsmouth Recreatien Advisory Board was read, and
<br />on motion of Mr. Atkinson, received as information.~
<br />
<br /> "The Portsmouth Recreation Advisory B~ard wishes ~o take tills opportunity ~o express its
<br />thanks for your recent efforts in the establishment of a Recreation Maintenance Division.
<br /> The Board feels strongly fhmt this is a mai-or step towards its goal of helping to provide
<br />first rate Recreation facilities and programs for the citizens of Portsmouth.
<br /> Your cooperation in helping ~o attain that goal is greatly appreciated."

<br /> 63-95 - The following petition was presented by Samuel E. Bush, with a verbal request that
<br />the speeding of vehicles on Surry Street be ~nvestigated: ,
<br />
<br /> "We, the undersigned, as residents of River Park and Citizens of the City of Portsmouth,
<br />do herewith respectfully submit to the Council of-the City of Portsmouth this petition, for your consideration.
<br /> It is requested tk~t curb, gutter and street improvements 'be made to the following
<br /> Lanier Drive, Craig S'treet,:Floyd Street, Forrest Conrl: -and Surry Street - re-surfacing.
<br /> The following reasons are given as justifica~tion for making this request:
<br /> 1. Having been annexed by the City ~f Portsmouth some fi~tee~ (15) years ago, we feel
<br />that we are long overdue for these improvements, since these improvements have already been completed in several
<br />sections Of the~Sity much younger than ours.
<br /> 2. We have been repeatedly promised these improvements by the City Officials and under-
<br />stand that this w~rk was included in the t962 budget b~t was cut due to 'lack of f~nds' - however, erbar areas were
<br />completed.
<br />
<br /> 3. We, as taxpayers, feel that these improvements at this time would g'ive added zes~ and
<br />morale to:this area, would encourage'property improvemen~ and better citizenship, thereby helping to bring about
<br />a better and more progressive Portsmouth.
<br /> With these things in mind'we implore you, as City Fathers, ~o give this petition your

<br /> The ~ity Manager:presented a report giving information relative to plans for s~reet
<br />improvements in the River Park area.
<br />
<br /> Motion of Mr. tastes to refer the petition, particularly the reques~ for ~rd surfacing of
<br />Surry Street, and the verbal request regarding speeding on Surry Street, to the City Manager was adopted, without
<br />dissenting rose.
