This requires a fee Of $1.00 for furnishing a written copy or report, $.50 <br />for furnishing a telephone report, and $.g5 when a perso$ s~pears personall~ to make a. copy of the record. <br /> The fee w~ll not be cha~ged ether Governmental~ Law Enforcemeng Agencies." <br /> <br /> Motion of Mr L~ary ro refer the following ordinance to a conference of the Council for <br />further study, was adopted, without dissen%ing vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br /> BY ADDING THERETO A NEW SECTION NUMBERED 2-57.t REQUIRING A RECORD OF <br /> ARRESTS AND DISPOSITION OF CASES TO BE KEPT AND ESTABLISHING A FEE SYSTEM <br /> FOR THE COPYING THEREOF." <br /> <br /> 63-100 - "I submit the attached ordinance and recommend that it be placed on firs5 reading. <br /> This prohibits an individual, from drinking from.a container while driving an <br /> automobile." <br /> On motion of Mr. Eastes, the following ordinance was approved o~ first reading, without dissenting vote~ <br /> "AN ORDINANCE TO A~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br /> BY ADDING THERETO A NEW SECTION NUMBERED 18-39.1, MAKIN~DRIVING WHILE <br /> DRINKING UNLAWFUL." <br /> <br /> 63-101 - "I submit the attached ordinance and recommend that it be placed on firs~ reading. <br /> This p~ohibits parking on Buck Child's Field and inside the Stadium. It is the <br />desire of the Barry Hunt Junior ~igh School, along with the Recreation Bureau to improve this recreational <br />facility for use as a playground by the School as wet~ as the Recreation Department. <br /> The School is planning to .spend $1,000.~00 ~o improve this field and we wish to <br />prohibit the parking in order ~o be able to proPer~y maintain the area for recreational purposes The prohibiting <br />of parking in the Stadium is in order to Rroperly maintain the pla~ing fields. <br /> <br /> This matter has been studied by the Recreation ~dVis'ory Board and they concur in <br />this recommendation." <br /> <br /> Motion of Mr. Barnes to refer the following ordinance to a conference of the Council was <br />adopted, without dissenting vote: <br /> <br />"AN ORDINANCE TO A~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY ADDING THERETO A NEW SECTION ND~BERED ~$-126.1, PROHIBITING PARKING <br />ON BUCK CHILDS FIELD AND IN. PORTSMOUTH' S.TADIU~." <br /> <br /> 63-102 - "I su~mit the a~tached ordinance a.nd recommend 'that it be placed on first reading. <br /> This amends the license 5ax on Barber Shops by increasing the license from <br />$25.00 to $35.00. but allows the Barber Shops to sell up to $1,0OO.O0 in barber supplies. <br /> <br /> Under the presenn ordinance, they are required to pay a $50.00 minimum license <br />fee to sell barber supplies plus a barber shop license of $25~00 and $5~00 for bach additional chair." <br /> <br />Motion of Mr. Barnes to suspend the rules go hear from interested persons was adopted. <br /> <br />D. This amends the <br />present bus route o~ the West Norfolk-Churchland Bus line. <br /> <br /> At the present ti~e, t.his bus route goes down. High Streeg go Mount Vernon <br />Avenue to Detroit Street~ to Douglas Avenue and Douglas Avenue to Bayview Boulevard, then over the West Norfolk <br />and Churchland Bridge. <br /> <br /> The Community Motor Bus Company is asking that this rouge be changed to High <br />Street to Meander Road, zo Chautauqua Avenue to Bayvlew Boulevar~ to the West Norfolk and Churchland Bridge. <br /> This Resolution amends the route to that requested by the Community ~otor Bus <br />Company and makes it effective May 1, 1963." <br /> <br />Motion of Mr. Barnes to suspend Dhe rules to hear from interested persons was adopted. <br /> <br /> On motion of Mr.. Barnes, the following resolution was adppted, without dissenting vo~e: <br /> <br /> '~HEREAS, by resolution adopted September 12, 1961, routes and headways were designated for <br />intra-urban buses pursuant to Section 16-9 of the Code of the City of Portsmouth, Virginia, 1951, as amended; mud <br /> WHEREAS, by resolution adopted October 24,~t961, the West Norfolk-Churehland bus route was <br />revised; and <br /> WHEREAS, it is desired tha~ the Wes~ Norfolk-Churchland rouge be again revised. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />from and after 2:00 A. ~., May 1, 1963, the sections of the aforesaid resolutions entitled "Route 14.
