April 23, 1963 At a regular meeting of the City Council, held on April 23, 1963, there were present: R. I~ine Smith, C. S. Atkinson, Jack P. Barne~, George D. Eastes, W. T. Leafy, A. P~ Johnson, Jr., City ~anager, and. M. A. Korb, Jr.., Acting City Attorney. The meeting was.qpened with prayer by Mr. Barnes. Minutes of the regular meeting held on March 26, 1963, were read and approved. 63-96 - Public hearing on the realignment of Route 141 was held. No one spoke in regard to the matter. The following reports from the City Maqsger were read: 63-97 - "I submit the at~ached ordinances and recommend that they be placed on first reading. These are six ordinances authorizing the City to.enter condemnation proceedings for acquiring property on Route 33 (PortsmoUth ~bulevsrd). Of these six condemnations, four are necessary due ~o the property owners no~ agreeing To the purchase price. The other two are necessary as proper legal title cannot be transferred by the owners. These are the only condemnations necessary of The ninety-five individuals contacted with reference To acquisition of the right of way. There still remains approximately seventy-five property owners To be contacted, which will be done in the very near future in order that this Eighway improvemen~ can get under way in June pf 196~. On motion of Mr. Atkinson, the following ordinance was approved on first reading: "AN ORDINANCE TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE CITY OF PORTSMOUTH UNDER FaMINENT DONAI~ PROCEEDINGS PURSUANT TO CHAPTER 258 OF THE ACTS OF ASSEMBLY OF 1958, SAID PROPERTY BEING NECESSARY FOR IMPROVEMENT OF A PORTION OF PORTSMOUTH BOULEVARD~ ROUTE 337, PARCEL 052." On motion of Mr. Eastes, the following ordinance was approved on first reading: ~'AN ORDINANCE TO PROVIDE FOR TR~CQUIMITION OF CERTAIN PROPERTY BY THE CITY OF PORTSMOUTH UNDER F,~INENT DOMAIN PROCEEDINGS PURSUANT TO CHAPTER 258 OF THE ACTS OF ASSEMBLY OF 195~, SAID PROPERTY BEING NECESSARY FOR I~PROVEI~gNT OF A PORTION OF PORTSMOUTH BOULEVARD, ROUTE 33'7, PARCEL 17'2." On motion of Mr. Leafy, the following ordinarzce was approved on first reading: "AN ORDINANCE TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE CITY OF PORTSMOUTH UNDER EMINRNTDO~AIN PROCREDIN~C~M PURSUANT TO CHAPTER 258 OF THE ACTS OF ASSEMBLY OF 1958, SA~D PROPERTY"BEING NECESSARY FOR' IMPROVEMENT OF A PORTION OF PORTSMOUTH BOULEVARD, ROUTE 337, PARCEL 112." On motion of ~r. Barnes, the following ordi~nce was approved on first reading: "AN ORDINANCE ~0 PROVIDE FOR THE ACQOISITION OF CERTAIN PROPERTY BY TILE CITY OF PORTSMOUTH UNDER EMINENT DOMAIN PROCEEDII~3S PURSUANT TO CHAPTER 25~ OF THE ACTS OF ASSF~MBLY OF 1958,.SAIpPROPERTY HEING N~CRSSARY FOR I~PROVF~ENT OF A PORTION OF PORTSMOUTH BOULEVARD, ROUTE 337, PARCEL 111." On motion of Mr. Esstes, the following ordinance ~as approved on first reading: "AN ORDINANCE TO PROVIDE FOR THEACQUISITION OF ~ERTAIN PROPERTY BY THE CITY OF PORTSMOUTH UNDER EMINENT DOMAIN PROCEEDINGS PURSUANT TO-CHAPTER 258 .OF THE ~CTS OF ASSEMBLY OF 19~8, SAID' PROPERTY BEING N~CESSARY'FOR IMPROVEMENT OF A PORTION OF PORTSMOUTIIBOULEVARD, ROUTE 337, PARCEL 110."
