<br /> ' 64-36 - The following commd~ication from the Planning Director was read:

<br /> *'At its regular monthly meeting on ~ebruary lB, 1~4, tbs City Planning Commission again
<br />revie~ed this petition with the applicant's a~orney~and nnanimonsly resolved not ~o recommend approval on
<br />grounds tha~ the current li~e separating R-75 Residential'f~om C-1 Commercial is properly drawn and well defined,
<br />that the applicant merely seeks rezoning zn the interests of speculation, and that in the Alexander's Corner
<br />area, particularly along Portsmouth Boulevard and Airline Boulevard, there are many homes and much residential
<br />land zoned fdr business but not used for sa~e.
<br /> (In this connection, please see the Portsmouth Boulevard land use and zommng study, ~arch 1963.)"

<br /> Motion of NLr. Barnes that the City Clerk be authorized ~o advertise for hearing at the meeting
<br />of the City Council on March ~4 was adopted, without dissenting vote.

<br />64-37 - The following communication from John V. Tuttle was read:
<br />
<br /> "t respectfully request that you initiate s policy or pass an ordinance that will give residents
<br />of Portsmouth the privilege of participating in the business of fnrniShing goods and services to the City of
<br />Portsmonth, provided of cours2 they (i.e. residents of PortSmouth) cmn furnish these items a~ a cosg which is
<br />either equal to, or lower than, that of non-residents,
<br /> The ~stem. of allocating the City's business h~s evolved throughout the years to the point
<br />where ~e nmw have situations in which non-residents are given preferential treatment over residents.
<br /> I call this matter go your attention ~eosuse ~ k~ow that you believe as I do--people living in
<br />the City a~nd paying Esxes to the City should have as much right as anyone else to participate in the City's
<br />business.
<br /> In closing, I would like to point out that every dollar s~enz in the City helps the economy of
<br />the City."

<br />The City Manager read the following statement:
<br />
<br /> "In response ~o the le5ter addressed to the City Council by Mr. John V. Tuttle, I wish ~o advise
<br />the council as follows:
<br /> The city ~oes have a policy of giving the merchmnts of Portsmouth the privilege oi participating
<br />i~ the business of furnishing goods and sel~ri~M' to the City of' PortsmOuth. Taken into consideration on
<br />purchases, provided the commodities and services are equal, are the license tax, real estaze tax and any other
<br />taxes paid by the Portsmouth merchants.
