DuPont & Company, Norfolk, Virginia to the City <br />of Portsmouth Pension Fund Committee in which he requeste participation in the C~ty of PortsmouthPension Fund <br />Business.- <br /> The matter of handling investments for the pension system is the sole-r~-sponsibility of the <br />trustees and is not involved with purchases handled by the city. <br /> If Mr. Turtle has any other specific instances, as I feel he alleged in his letter, I will be <br />happy to have an investigstion made and submit a full report to the City Council.3' <br /> <br /> Notion of Mr. Knight that the City Manager write Mr. Tuttle giving him the iriformation in the <br />s~atemenr he presented. <br /> <br /> Substitute motion of Mr. Barnes that the City Manager check into the policies of Chesapeake and <br />Norfolk and submit a report at the next meeting of the Council was adopted, without dissenting vote. <br /> <br /> 64-38 - Motion of Mr. Knight To go into the election of members to the Board of Electrical <br />Examiners was adopted. <br /> <br />Mr. Barn~s nominated t~e following: <br /> <br />W. Haddo~,.~Chai~man, Portsmouth-Bunedin Civic <br />Understanding Commission, was read: ~: <br /> <br /> "Submitted herewith are the proposed by-laws for governance of planting and upkeep of the <br />International Friendship Garden located in Portsmouth City Park. <br /> The by-laws were authored.by the Friendship Garden Committee of the Portsmouth Area Council of <br />Garden Clubs and submitted through the undersigned for your understanding and consideration, along with which is <br />placed a plea for acceptance and concurrance. <br /> It is believed that the by-laws are fair.and just and in accordance wi~h good planning for the <br />f~ture of the Friendship Garden and the furtherance of international goodwill and understanding. <br /> This office will deem it a privilege and pleasure to discuss say point which may have need of <br />clarificstion or.justification either in closed session or from the floor of council, whichever your pleasure <br />dictates." <br /> <br />Motion of Mr. Barnes To suspend the rules ~o hear from any interested person. <br /> <br />Mrs. James C..
