<br />At a regular meeting of the City Council, held on February 25, 1964, there were present:

<br />City Menager, and M. A. Kerb Jr.., City Attorney.

<br />The meeting was opened with prayer by Mr Knight.

<br /> Minutes of regular meeting held on February 11, 1964, and called meeting of February 14, 1964,
<br />were read and approved.
<br />
<br />The following reports from the City Manager were read:~
<br />
<br /> 64-31 - "I submit herewith the report from the Planning Comkaission concerning the rezonlng
<br />applicatfon of Leonard L. Cotton end Minnie I. Lewter.referred to me at the lastcouncil' meeting.'
<br />
<br />On motion of Mr~ Atkinsou~ referred back to the Planning Commission, without dissenting vote.
<br />
<br /> 64-32 - [~I submit the attached ordinance and recemmend that it be placed on first reading.
<br /> This ordinance[authorizes the lssua~qe of $2,400.000.00 of~Genera~ Obligation Bonds. The funds
<br />are to be used in the-construetion.~.~chools in the amoun~ of $1;200,000;00, highway construction and traffic
<br />signals - $690.000~0, ~new-sewers - ~50,000.00, aerial ladder and fire station - $70,000.00, community center -
<br />$30:O00.00, armory - $60,000.00. ~
<br /> The bonds are ~o be.dated May 1, 1964. I further recommend that this matter be referred to the
<br />Municipal Bond Commission for report~aud recommendation at the next Counci~ .meeting."

<br />On motion cZ Mr. Knight, the following ordinance was approved on first reading, without dissenting

<br /> 64-33 - "I submit the attached ordinance and recommend it be placed.oD firstore~ding.
<br /> This appropriates funds for the purchase of property at the foot,of Columbia Street adjoining
<br />the city owned p~ope~t~ of the ~unicipal Building.
<br /> This is the Isaac Fass property which is 'vacant at the present. The city will have use for the
<br />property a~ a later date."

<br />On motion of Mr. Leery, the following ordinance was approveO on first reading, without dissenting
<br />
<br />"AN ORDINANCE TO APPROPRIATE $40,000.OO'FROM THE GENERAL CAPITAL IM~ROVENENT FUND
<br />FOR THE PURPOSE OF PURCHASING LAND LOCATED AT TEE FOOT OF COLUMBIA STREET"
<br />
<br /> 64-34 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This ordinahce sppropriates funds for the purchase of land and building at Utah Street and
<br />Kingman Avenue.
<br /> The Church of God and Latter Day Saints have constructed a new church and are disposing of the
<br />one a~ the above location. The building ~s ideally suited for a Recreation C6mmunity Center a~d will be used
<br />for this purpose."
<br />
<br />Motion of Mr. Barnes to suspend the rules to hear from interested persons, was adopted.
<br />
<br />No one spoke in regard to the matter.
<br />
<br /> On motion of Mr. Barnes, the following ordinance was approved on first'reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $35,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR THE PURPOSE OF PURCHASING LAND LOCATED AT Tht~ SOUTHERN CORNER OF
<br />UTAH STREET AND KINGMtAN AVENUE"
<br />
<br />64-35 - "This is to notify the council of the necessity of appointing s Board of Electrical
<br />Examiners after the ordinance is adopted tonight which has an emergency clause making it effective immediately.
<br /> It requires the appointment of the Building Official of the City of Portsmouth, a Tepresentstive
<br />of the Portsmouth division, Virginia Electric and Power Company and three other persons who shall be either
<br />certified master electricians, certified architects or certified professiomal engineers."
<br />
<br /> Motion of Mr. Barnes that this item be placed under "New usmness following the adoption of
<br />the ordinance creating the Board of Electrical Examiners was adopted, without dissenting vote.
<br />
