<br /> Attorney Jefferson D. Brown spoke, and asked that this petition be referred back to the Planning
<br />Commission, since Mr. Norris has additional information to present.
<br />
<br /> Motion of Mr. Barnes to refer back to the Planning Commission to allow Mr. Norris time to make
<br />fur~er explanation and present information to the Planning Commission, was adopted, without dissenting vote.
<br />
<br /> 64-196 - On motion the privilege of the floor was granted Winston R. Pearson, Chairman of the
<br />Miller Day Nursery Board, who spoke in regard to temporary facilities for the Nursery.
<br />
<br /> Motion of Mr. Knight that the matter be referred to a conference of the Council and that every
<br />effort be made te find a solution before the next Council meeting was adopted, without dissenting vote.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 64-197 - "I submit the attached ordinance and recommend it be placed on f&rst reading.
<br /> This establishes Belmont Avenue from the ~offett Elementary School to its western terminus a one-
<br />way street going west. It also establishes Cavalier Boulevard between Pocbhontas Street and Pm~idan Street a
<br />one-way street going east.
<br /> This ordinance has been requested by the State Highway Department to properly channel traffic at
<br />~he intersection of Victory Boulevard and Interstate 264,"

<br />On motion of Mr. Knight, the following ordinance was approved on first reading, without dissenting

<br />vote:

<br />NEW SECTIONS NUMBERED 18-89.1 AND 18-89.2 MAKING PARTS OP BEL~ONT AVENUE AND CAVALIER BOULEVARD
<br />ONlY-WAY STREETS ."

<br /> 64-198 - "This is to advise the City Council that Mr. J. N. Maxey's term on the Portsmouth
<br />Reclevelopment and Housing Authority Commission expires on Septmmbe~gth, 1964."
<br />
<br />On motion of Mr. Dillon, referred to a conference of Council.
<br />
<br /> 64-199 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This establishes a license tax on dogs for the City of Portsmouth. ~At the present time this fee
<br />is established by the State with 85% of the funds going to the City and the State receiving a balance of 13%.
<br /> Under an act passed by the General Assembly the City is not allowed to establish the tax and
<br />retain all revenue derived from this source. The present fee is $3.00 f6r~female dogs and $I.00 for mate and
<br />unxexed dogs.
<br /> This proposed ordinance establishes a fee of $2.00 for all dogs also a kennel fee of $13.00 for 20
<br />dogs or less and $23.00 for SO dogs.

<br />3-45 IMPOSING A CITY LICENSE TAX ON DOGS AND PROVIDING FOR THE APPLICATION, COLLECTION, ISSUANCE
<br />OF TAGS, AND RECORDS OF SUCH TAX, AND PROVIDING PENALTIES."
