August llth, 1964 <br /> <br />At a regular meeting of the City Council, held on August llth, 1964, there were present: <br /> <br />R. Irvine Smith, C. S. Atkinson, Jack P. Barnes, John L. Dillon, L. L. Knight, W. T. Leafy, <br />A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Dillon. <br /> <br />Minutes of the regular meeting of July 28th, 1964, and a called meet~ng~of August 4th, 1964, were <br />read and apprpved. <br /> <br />64-19S - Public hearing was held, as followsx <br /> <br />CP-2-64 - Crawford Crescent Land Use Plan - Comprehensive Plan for the City of Portsmouth. <br />No one spoke in regard to the proposed amendment to the Comprehensive Plan. <br /> <br /> On motion of Mr.-Knight, the document identified'as CP-2.-64 was approved and adopted as an: <br />amendment t~ the Comprehensive Plan of the City of Portsmouth, without dissenting vote. <br /> <br />UP 64-2 - Petition of W. T. a~d Virginia Manning. <br /> <br />No one spoke in regard to the petition. <br /> <br />On motion of Mr. Barnes, the following resofutien was adopted, without dissen%ing vote: <br /> <br /> 'qC4EREAS, W. T. and Virginia Manning have filed an application pursuant to Section 4-2 of the <br />Zoning 0rd~nmace of the City of Portsmouth, 196t, for the granting of a use permit:as hereinafter described; and <br /> <br /> ~HERBAS, the ~Dplicant, the Planning Director and the City Manager h~ve done all things required <br />tobe .donw in connection with said application, and the Planning Commission has recommended the granting of said <br />use permits <br /> <br />NOW, THEREFORE, BE IT RHSOLV~B by the Council of-~he City of Portsmouth, Virginia: adversely <br /> A. That the use for which the~use permit hereinafter described is sought (1) will not <br /> affect the health or safety of persons ~esiding o~ working in the neighborhood of'tha <br /> proposed use, (2) will not be detrimental to the public welfare or injurious to property <br /> -orimprovements in the neighborhood~ and ($] will be in accord with~the purposes of said <br /> Zoning Ordinance. <br /> <br />That W. T. and Virginia Mafintng are hereby granted a use hermit, pursuant to Section 4-2 <br />of said Zoning Ordinance, for the construction and operation of a convalescent and nursing <br />home to be located on the premises on the east side of Hatton Street between Naval Avenue <br />and Leckie Street." <br /> <br />Zoning Petition Z-64-19 - Chowan Drive Church of Christ. <br /> <br />Otis Taylor spoke for the petition. <br /> <br />vote: <br /> <br />On motion of Mr. Dillon, the foil&wing ordinance was approved on first reading, without dissenting <br />"ZONING AMENDMENT ORDINANCE Z-64-10" <br /> <br />Zoning Petition Z-64-20 - Petition of the Planning Commission. <br /> <br /> Recommendation of Planning Commission: "After careful consideration of all of the facts involved, <br />the Planning Commission recommends that the area north of the centerline of Seaboard Avenue be rezoned from <br />Residential R-TS to Industrial M-2 to pave the way of early development of a bulk commercial deep water port <br />terminal <br /> <br />W. F. Brooks spo~e. <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the Planning Commission and to approve the <br />following ordinance on first reading was adopted, without dissenting vote: <br /> <br />"ZONING f~4ENDMENT ORDINANCE Z 64-20" <br /> <br />~/ Aoning Petition Z 64-21 - Petition of Planning Commission. <br /> <br />A. L. Cross spoke. <br /> <br /> Motion of Mr. Barnes to approve the petition of the Planning Commission on the rezoning, excluding <br />property which was rezoned R 60 A at previous meeting, and to place the following ordinance on first reading, was <br />adopted: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 64-21" <br /> <br />Mr. Smith voting No. <br /> <br />Zoning Petition Z 64-22 - George C. Norris. <br /> <br />Attorney Jefferson D.
