<br />another county, city or tewn that is a party to the regional compact,
<br />provided thatthe owner~oroperator~is required by the jurisdiction of situs,
<br />as proVided in Section 58.1-3511 of said Code, t~,obtain and display such

<br /> WHEREAS, the ordinance may provide that a violation shall
<br />constitute a misdemeanor, the penalty for which shall not exceed that of a
<br />Class 4 misdemeanor; and
<br />
<br /> WHEREAS, the ordinance may also provide that a violation of the
<br />ordinance by the oWner of the vehicle may not be discharged by the
<br />payment of a fine, except upon presentation of satisfactory evidence that
<br />the required license has been obtained; and

<br /> WHEREAS, the County of Southampton, Virginia, has expressed an
<br />interest in joining with the City of Portsmouth, Virginia, in such a compact.

<br /> NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of
<br />Portsmouth, Virginia~ desires to enter into such a compact with the County
<br />of Southampton, Virginia.

<br />Purpose and Need:
<br />
<br />This grant expands housing and support services for homeless persons
<br />with special needs related to mental illness, mental retardation,
<br />substance abuse and AIDS.
<br />
<br />Financial Impact:
<br />
<br />Source of funds is a grant from HUD. No local cash match is required.
<br />The Community Services Board is providing in-kind match through the
<br />provision of support services.
<br />
<br />· This transfer is the remaining balance of the grant that can be used as
<br /> needed for eligible persons.
<br />
<br />· Program participants contribute 30% of income to rent.
<br />
<br />· When income exceeds $15,000, participants must leave the apartment
<br /> but can still receive support services.
<br />
