Financial Impact: <br />· None <br /> <br />April 14. 19~8 <br /> <br />Charles E. Sizemore, Jr., 5660 E. Virginia Beach Boulevard, #201, <br />attorney for Safeway Cabs, spoke in favor of revisions to the Chapter <br />37 of the City Code pertaining to Vehicles for Hire (taxicabs). <br /> <br /> Motion by Mr. Benn, and 'Seconded by Mr. Clemons, to adopt the <br />following ordinance, and was adopted by the following vote: <br /> <br /> "~JRDINANCETO AMEND CHAPTER 37 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY REPEALING SAID CHAPTER AND <br />ENACTING A NEW CHAPTER 37 THERETO PERTAINING TO VEHICLES <br />FOR HIRE." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />98-81 'Adoption of a resolution authorizing the City Manager to enter into a <br /> reciprocal' agreement with Southampton County for enforcement of <br /> local motor vehicle license requirements, as permitted by the State <br /> Code for regional enforcement of local vehicle license decals. <br /> <br />Recommendation: <br /> <br />Adoption of a resolution authorizing the City Manager to enter into a <br />reciprocal agreement with Southampton County for enforcement of <br />lOcal motor vehicle license requirements. <br /> <br />Purpose and Need: <br /> <br />· The State Code permits local governing bodies to enter into agreements <br /> for regional enforcement of local vehicle license decals. <br /> <br />· SouthamPton County has expressed an interest in entering into such an <br /> agreement with the City of Portsmouth. <br /> <br />The City already has similar reciprocal agreements with Norfolk, Virginia <br />Beach, Williamsburg, Franklin, Newport News, Hampton, and James <br />City County. <br /> <br />Financial Impact: <br /> <br />The financial impact will be minimal. There may be a few instances in <br />which a Southampton County vehicle is issued a violation for failure to <br />display a decal. In'such cases, the City of Portsmouth will retain the <br />fines imposed. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to adopt the <br />following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO <br />AN AGREEMENT WITH SOUTHAMPTON COUNTY, VIRGINIA, FOR <br />RECIPROCAL ENFORCEMENT OF MOTOR VEHICLE LICENSE <br />REQUIREMENTS. <br /> <br /> WHEREAS, Section 46.2;752.K of the Code of Virginia (1950), as <br />amended, authorizes the governing bodies of any two or more counties, <br />cities, or towns to enter into compacts for the regional enforcement of local <br />motor vehicle license requirements; and. <br /> <br /> WHEREAS, the governing body of each participating jurisdiction may <br />by ordinance require the owner or operator of any motor vehicle, trailer, or <br /> <br /> <br />
