A_bril ~14. 1998 Motion by by Mr. Griffin, to adopt the following ordinance, and was.adopted by the following vote: "ORDINANCE TO AMEND THE FY 1998 OPERATING BUDGET BY APPROPRIATING $1,750,000 IN THE GRANTS FUND." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None 98-79 Adoption of an amendment to. Section 35-12 of the City Code authorizing the City Manager to approve refunds of erroneously collected real estate taxes and interest totaling $1,000 or less. _Recommendation: Adoption of an amendment to Section 35-12 of the City Code authorizing the City Manager to approve refunds of erroneously collected real estate taxes and interest totaling $1,000 or less. Purpose and Need: · City Code Section 35-12(f) now requires that the City Council approve all refunds of erroneously assessed real estate taxes if interest is also paid on the refund. · The current code provisions require citizens to wait an unnecessarily long period of time in order for a refund request to be placed on the Council's agenda. · City Council and staff time could be better utilized if routine refund requests of $1000 or less are approved administratively. Financial Imnact: · This code amendment will require no expenditure of City funds. Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None 98-80 Adoption of an ordinance amending Chapter 37 of the Code of the City of Portsmouth entitled "Vehicles for Hire," including taxicabs. Recommendation: Adoption of an ordinance to amend Chapter 37 of the Code of the City of Portsmouth entitled "Vehicles for Hire." Purpose and Need: Chapter 37 regulates the ownership and operation of taxicab companies, tow truck companies and employee haulers. Proposed amendments are primarily concerned with the safety, health and welfare of citizens. Vehicle company owners have raised specific concerns and needs concerning the current ordinance and proposed changes. These needs/concerns have been taken into account by City staff.
