'8 <br /> <br /> 98-77 <br /> <br />(a) <br /> <br />April 14. 1998 <br /> <br /> Public hearing on use permit-and group housing-.prOject <br />applications: <br /> <br />UP-98-02 - CAVALIER MANOR NEIGHBORHOOD - P & N Distributors, <br /> Inc. requests a-use Permit to retal gasoline at 4001 <br /> Greenwood Drive. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to defer <br />consideration of UP-98-02 to the public hearing meeting of April 28, 1998. <br /> <br />1. Carlton M. Carrington, 3 Jamal Court, spoke in opposition to use permit <br /> for gasoline pumps. <br /> <br /> Amended motion by Mr. Clemons, and seconded by Mr. Pitts, to deny <br />the request of UP-98-02, and was defeated by the following vote: <br /> <br />Ayes: Clemons, Griffin, Pitts <br />Nays: Benn, Martin, Robinett, Hoiley <br /> <br /> The original motion to defer consideration of UP-98-02 to the public <br />hearing meeting of April 28, 1998 was adopted by a 6-1 vote (Pitts). <br /> <br />(b) GHP-98-01 - DOWNTOWN NEIGHBORHOOD - Norman Malbon requests <br /> a group housing project for four residential units at 630 <br /> High School. <br /> <br />1. Norman Malbon, 728 High Street, applicant, spoke in favor of project. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning that GHP-98-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />98-78 Approval of an ordinance appropriating $1,750,000 in the Grants <br /> Fund to increase the amount budgeted in the "Award for new Grants <br /> Contingency Account." <br /> <br />Recommendation: <br /> <br />Approval of an ordinance appropriating $1,750,000 in the Grants Fund to <br />replenish the amount budgeted in the "Award For New Grants <br />Contingency Account." <br /> <br />Purpose and Need: <br /> <br />The City has been very active in seeking out new grants from State, <br />federal and other sources this fiscal year; and our success has depleted <br />the appropriation originally contained in the adopted FY 1998 Operating <br />Budget. <br /> <br />· This appropriation will replenish the Grants Contingency Account so <br /> that we can move forward with new grants. <br /> <br />State law requires that to amend .the operating budget by more than <br />$500,000, a public hearing must be advertised and held prior to any <br />additional appropriation being approved. The public hearing has been <br />advertised, and it will be held prior to your consideration of this <br />ordinance. <br /> <br />Financial Impact: <br /> <br />· As each grant contains its own sources of funding, there will be no <br /> financial impact on the City. <br /> <br /> <br />
