<br /> WHEREAS, The application of John F. Bailey, Jr., Alberta Q. Bailey, Junius C. Elliott, Helen A.
<br />Elliott, Irvin R. Levin and Robert M. Epstein to vacate, close and discontinue that portion of Drivers Lane
<br />lying between the wesI side of Pullman Avenue and the east. side of Dixi~ Avenue, has bee5 referred to-the
<br />Plsnning and Zoning Commission for investigation and report, and ssid.~ommission has recommended, the closing of
<br />the said street and it appearing that notice of the application and request for the appointment of viewers was
<br />duly posted on the bulletin board of the Circuit Court of the City 6f Portsmouth, on the bulletin board of the
<br />Cour~ of Hustings of the City of Portsmouth, and on the bulletin board of the Municipal Court for the City of
<br />Portsmouth, at least ten days prior to this meeting:

<br /> 64-281 -'~ijrecommend_that s refund be granted in the amount of $45 to Mr. Albert J. Carr for a
<br />building permit No. 8483-B.
<br /> This permit was issued by the Building Official's office, but there has been a change in plans
<br />and Mr. Cart is not going to construct the building."

<br /> Motion of Mr. Knight that the refund be granted in the amount of $45, was adopted withont
<br />dissenting vote.
<br />
<br /> 64-282 - "I recommend approval of the expenditure of $122,080 as the City's share of the cost
<br />of construction of the new armory. .The City asked that the drill hall be enlarged and air conditioning be added
<br />in order that the building could be used for community programs such as banquets and exhibitions.
<br /> The cost is broken down as follows:
<br /> Required contribution and outside work 35,794.05
<br /> Cost of enlarging drill hall and adding two
<br /> (2) storage rooms 56,958.95
<br /> Air conditioning 29~327.00
<br />
<br /> TOTAL~ 122,080.00
<br /> The total cost of this p~oject is $450,724.50 with the Federal cost being~$184,000.O0 and the
<br />State cost being $144,644.50.
<br /> The contractor expects 5o start on the cons%ruction this week~

<br /> Motion of Mr. Barnes that the City Manager be authorized to ~ign an agreement with the state for
<br />the City's share of the cost of the new armory was adopted without dissenting vote,
<br />
<br /> 64-283 - "At the last mmeting of the City Council, you requested a report on the status of the
<br />Northside ~. N. R. P. as well as the Weaver Porject.
<br /> I am advised by the Housing Authority 5hat they were authorized to make expenditures for
<br />Northside in Jamuary 1964 and for Weaver,in October 1964. The planning for Northside is on schedule, and
<br />planning has just begun on the ~eaver~Project. Since Weaver is smaller than Nor~side, with some advanced
<br />preliminary work being done, it should move ahead of Northside. It is believed thst the Weaver Project will not
<br />delay the Nerthside Project.
<br /> The two.argas in~the.G.N.R. P. identified as ~4 and #5 were earmarkedlfor non-assisted conser-
<br />vation treatment. No. 4 is composed of those sectionB lying west ~nd south~of the Park View (core) non-assisted
<br />project; No. 5 includes that section north of London Street and east of Washington Street.
<br /> Due to the Virginia law, these areas could not be disignated as conservation and rehabilitation
<br />projects until the legislature adopted neighborhood conservation legislation commonly referred to as the "spot
<br />blight bill." This became effective in July 1964; and should the Council desire, they can request the Housing
<br />~uthority to make projects #4 and #5 conservation areas. This can be done be formal resolution or it can be done
<br />informally.
<br /> In connection with the Weaver Project, the Housing Authority has rece~ied a resolution from the
<br />Urban Renewal Administration requesting the Council to adopt same. This is simila~ to the resolution adopted by
<br />Council in May 1964. I recommend its a~option~"

<br />On motion of Mr. Knight, the report from the City Manager was adopted.
<br />
<br /> . Motion-of Mr. Eastes that the Council request the Portsmouth Redevelopment and Housing Authority
<br />to implement action to make P~jeets #4 and #5 conservation areas rather than son-assisted areas, was adopted
<br />without dissenting vote.
<br />
<br /> On motion of Mr. Barnes the following resolution was ~dop~ed~.without dissenting vote:

<br /> ~HE~AS, under Title I of _the Housing Act of 1949, as amended (herein~referred to as T~tle
<br />the Housing and Home Finance Administrator is authorized to extend financial assistance to local p~blic agencies
<br />in the elimination and prevention of the spread of their slums and urban blight through the planning and under-
<br />taking of urban renewal (~erein referred to as "Redevelopment") projects; and
<br /> WHEREAS, it is desirable and in the public interest that the Portsmouth Redevelopment and Housing
<br />Authority make surveys and prepar~ plans, presently est i matted to cosi~approximstely One Hundred Five Thousand,
<br />Five Hundred Ni~ety-nine dollars ($105,599.00), in order ~o undertake and carr~ out a redevelopment project of the
<br />character contemplated by Section 110 (c) of Title I, in that a~es proposed as n RedevelopmenL Area, situated in
<br />the City of Portsmouth, and State of Virginia, which is described as shown on the attached sheet.
<br />
<br /> NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA:
<br /> That the proposed Redevelopment Area descmibed above is a slum, blighted, deteriorated, or
<br />deteriorating area appropriate for a redevelopment pr.eject and that the undertaking by the Portsmouth Redevelopment
<br />and Housing Authority oE surveys and plans for a redevelopment project of the character~contemplated by Section
<br />110 (c) of Title I in the ~roposed Redevelopment Area is hereby approved.
<br /> That the financial assistance available under Title I is needed to enable the Portsmouth
<br />Redevelopmen~ and Housing Authority to ~inance the planning arid undertaking of the ~roposed Project.
