<br />At a regular meeting of the City Council. held on October 27, 1964, there, were present:

<br />The meeting was opened with prayer by Mr. Barnes.
<br />
<br />Minu~es of the regular meeting held on October 13, 1964, were read and approved.
<br />
<br /> 64-276 - A report on the 1964 summer Youth Corps Program mas given by John D. Landers, representa-
<br />tive of the Chamber of Commerce, and the appreciation of the Council for the work of the Corps was expressed.
<br />
<br /> The following communications from the City Manager were read:
<br />
<br /> 64-277 - "I submit the attached ordinance and recommend that it be placedcon firsE reading.
<br /> This sppropriates $6,000 in the General Fund for the Clerk of the Hustings Court ~o cover the
<br />appointment of two additional employees and to buy typewriters and a desk.
<br /> This request is necessary due ~o the work load in this court. The employees in this office have
<br />been workin~ in exdess of the 40-hour week, and the work is ~till getting farther behind each day.
<br /> The recent employmen5 of an additional judge has increased the work lmsd in this office, ale~g with
<br />the new s~ase s~a~ute requiring that testimony in all felony csses be recorded. .It has been necessary for a clerk
<br />from this office to record and log testimony during the court~ trials."

<br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without
<br />dissenting yore:.

<br />"AN ORDINANCE TO APPROPRIATE $6,000.00 FROM THE GENERAL FUND FOR ADDITIONAL PERSONNEL AND
<br />EQUIPMENT FOR THE COURT OF HUSTINGS"
<br />
<br /> 64-278 - "I submit the attached ~rdinance and recommend ~hat it be placed on first reading.
<br /> This changes the various sections of the City Code in order that it will conform to the general
<br />laws enacted aE the last General Assembly.
<br /> I further recommend that after the adoption of this ordinance, I be authorized to have Michie
<br />Publishing Company print all the amendments to the City Code that have been made since the last prin~ing of the

<br /> On motion of Nr. Dillon the following ordinance was approved on first reading, without dissenting

<br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY REPEALING SECTION
<br /> 18-54 THEREOF~ EERTAINING TO-REPORT OF BLOOD ANALYSIS; BY"AMENDtNG SECTIONS t8~1, 18-27, 18-32,
<br /> 18-41, 18-43, 18-46, 18-48, 18-53, 18-57, 18-65, 18-137, 18-201, 18-202, 18-208, 18-246 AND t8-249~
<br /> PERTAINING TO THE REGULATION OF TRAFFIC AND MOTOR VEHICLES, SECTIONS 19-8, 19-22, 19-51, 19~52, AND
<br /> 19-68, PERTAINING TO WEARING OF CERTAIN EMBLEMS, DRUNKENNESS, SWEARING, USE OF INDECENT LANGUAGE
<br /> OVER TELEPHONE AND SUNDAY OBSERVANCE, RESPECTIVELY: AND BY ADDING THERETO SECTIONS 18-33.1 AND
<br /> 18-43.1, .PERTAINING TO OPERATION OF A TRACTOR AND FAILING TO STOP RESPECTIVELY."

<br /> Motion of Mr. Barnes that the Cily Manager be authe~ized to have the ;amendments printed was
<br />adopted without dissenting voze.
<br />
<br /> 64-279 - "I submit the attached resolution and recommend its adoption. This appoints viewer~ for
<br />the closing of a portion of Gust Lane which the City has requested in order that we can improve the street sligh-
<br />merit where Gust Lane 2intersects Victory~ Bouleward.i ~ ~ .. ~. ~ ; ~ ~ . I . ~ I ,' ) ) ' : '
<br /> This will improve our operation of the Fire Department ~at,,the,new loeRtion ~s Gust La~e will be

<br /> On Motion of Mr. Dillon the following resolution was adopted, without dissenting vote:
