<br /> That it is cognizant of the conditi'dns that are imposed in the undertaking and 'carryzng o~t of
<br />redevelopment projects with Federal financial assistance under Title I, including those relating 5o (a) the
<br />relocation of*site occupanss; (b) the provision of local grants-in-aid; (c) the prohibition of discrimination
<br />because of race, color, creed, or national ~rigin with respec~ to housing, Iacilities related 5o residential use,
<br />and all public facilities within a projec5 area; public facilities proposed as noncash local grants-in-aid; and
<br />employmen~;~a~d (d) the requirement that the locality present to the Housing and Hom~ Finance Administrator, as a
<br />prerequisite to approval of the application described below, a workable program for community improvement, as se~
<br />forth in Section 101 (c) of Title I, for utilizing appropriate public .and private resources to eliminate and preven~
<br />the development or spread of slums and urban blight.
<br /> That it is the sense of this body (a) that a £easible method for the relocation of families
<br />d~splaced from the Hedevelopmen5 Ares, in conformity with Title I~, can be prepared, an'd (b) that the local grands-
<br />in-aid can and will be provided in an amounzrwhich will be noz less than one-third o~ the Net Projecz Cost of the
<br />Project and which) to~ether with"the Federal capital gra~t, will be generally equal to'the difference between
<br />Gross Project Cost and the proceeds or value of projecz land sold, leased, or retained for.~se in accordance with
<br />the redevelopmenz plan.
<br /> That the fi~Ln~ of an application by the Portsmouth Redevelopment and Housing Authority for an
<br />advance of funds from the United States of America to enable it to defray the cos5 of the surveys and plans for a
<br />redevetopmen~ projec~ in the proposed Redevelopment Area described above is hereby approved.

<br />64-284 - The following letter from Nfs. L B. Lewis of 2419 Elm-Avenue was read:
<br />
<br /> [ have been charged for delinquent taxes on my former property which was located az 1020 Green
<br />Street and said properzy was subsequently acquired by the Virginiz State Highway Departmens.
<br /> A certification of taking was filed on January 29, 1963, at which time title of the property was
<br /> vested in the ~ommonwealth of ~irginia.
