64-296 ~ The following letter from the P~nnning Director was read:

At its regular monthly meeting on November 3, 1964, the City P~nni~g Commission conducted s
public hearing on and acted upon the following rezoning applications:
Z-64-29 - Petition of George T. ~cLean to rezone a parcel 175 feet north of the northwest corner
of Victory Boulevard and Gust Lane; from Commercial C-2 5o Industrial M-1. Sincerthis merely involves extending
the Industrial M-1 district along Victory Boulevard ~o the west, the Planning Commission unanimously resolved
5o recommend approval of the application.

Z-64-30 - Petition of the City Planning Commission by the Planning Director to rezone property
bounded on the north by ~allsrd Avenue, ess5 by the P~I.F. Industrial Park, south by InterssaEe 264, and west
by Adamson Strees; from Industrial M-1 to Residential R-75-S. After ex~ensive studies and surveys extending back
bounded on the north by Roosevel~ Boulevard and Horne Avenue, eas~ by Stratford Street, south by Warfield Avenue
properties, and west by corporate city limits and Cavalier Boulevard; from Residential R-60 to Residential R-r5.
Restudy and extensive subdivision experience in the area since adoption of the Portsmouth Zoning Ordinance of
~ay, 1961, prompted the Planning Commission to reconsider this Residential R-60 as inappropriate and ~o recommend
in the total absence of any disagreement approval of the application.
Z-64-32 - Petition of the City of Portsmouth by the City Manager 5o rezone property bounded by
Seaboard Avenue, Spencer Street, Pinner Avenue, and the Portsmouth Sewage Treatmen~ Plant; from Residential R-75
to Industrial M-2. Since this proper~y owned by the City of Portsmouth is adjacenE 5o the municipal sewage
treatment plant and in the unanimous opinion of the Planning Commission should be classified Industrial
Z-64-36 - Petition of Agent Jefferson B. Brows to rezone seven lots fronting the south side
of Frederick Boulevard between Interssate 264 and Bagley Street; from Residential ~-75 ~o Commercial C-1. After
C-1. See below for further commen~ on a ma~ter related to this petition.

Z-64-~3 - REFERRAL FROM CITY COUNCIL MEETING OF AUGUST l~ 1964; the Planning Commission also
reviewed again rezoning petition Z-64-23, an earlisr application relative to four of the seven lots requesting
Commercial C-2, which City Council referred back for additional s~udy and the submission of additional information
fro~ the application. Again, the Planning Commission resolved ~o recommend disapproval. Action noted abo~e on
Z-64-36 is viewed by the Planning Commission as an acceptable substituse for the earlier application and more in
line with the best interests of the City of Portsmouth."
