November 10, 1964 <br /> <br />Th~ following: report of viewers was.read.: <br /> <br /> "We, the undersigned who were appointed viewers by you st the City Council meeting held on <br />October 27, 1964, to view that portion Df Drivers LsBe lying between the west side of Pullman Avenue and the <br />~est side of Diiie Avenue, and report whether or not in our opinion, any, and if any, what inconvenience would <br />result from the closing of said portion of Drivers Lane, respectfully report that in our opinion no inconvenience <br />would result in the closing of said street either to the public or to any adjacent property owners or to any <br />other interested p~rties. We recommend that the street be c~osed." Viewers: H. E. Robertson, Loyed W. Gardner, <br />Graydon D. Meginley, James V. McGehee, and Zalmon I. Blachman <br /> <br /> 64-290 - "I submit the attached ordinance and recommend that ii be placed on first reading. This <br />closes a portion of Gust Lane and will allow the City to realign Gust Lane as it intersects with Victory <br />Boulevard.~ <br /> A report of the viewers is attached hereto. <br /> <br /> On motion of Mr. Eastes, the following ordinance was approved on first reading, without dissenting <br /> <br />vote: <br /> <br />"AN ORDINANCE TO CLOSE THAT PORTION OF GUST LANE LYING BETWEEN VICTORY BOULEVARD AND A POINT <br />319.41 FEET SOUTH THEREOF" <br /> <br />~he following .report of the viewers was read: <br /> <br /> "Pursuant to your resolution bearing date of October 27, 1964, the undersigned five viewers were <br />appointed to report in writing whether in their opinion, sn~, and if sny~ what inconvenience would result from <br />discontinuing that portion of Gust Lane whic~wonld_~es~lt frbm ~iscontinuing that portion of Gust Lane which <br />extends ~n a Southerly direetio~z 319.41 feet measured along its Eastern side from the intersection of said Gust <br />Lane with the Southwest side of Victory Boulevard. <br /> It is the opinion of the undersigned that the proposed vacation and discontinuance of said <br />street will result in no inconvenience. Norman, <br />and George Minor, Jr~ <br /> <br /> 64-291 - "I recommend that I be authorized for bids for s comprehensive engzn~ering study for <br />storm drains in the area annexed in 1960. <br /> As you are aware, we have had many compla,ints about drainage conditions in various sections, but <br />we believe that the proper approach is to have this study and survey made in order that we may have a comprehensive <br />plan for the entire area. This will cover an area of approximately 10 squ~e miles and will comprise approximately <br />110 miles of streets." <br /> <br /> Motion of Nr. Barnes that the City Manager be authorized..to adwertise Tot[bids, as recommended, <br />was adopted, without dissenting ~ote. <br /> <br /> 64-292 c "I submit the attacked ordinance and recommend that it be placed on-firs~ reading. <br />makes it unlawful ~o impersonate a police officer, and it make~ a person guilty of a-misdemeanor who falsely. <br />assumes or exercises the functions, powers and duties of n police officer." <br /> <br />This <br /> <br />vote: <br /> <br />On motion of Mr. Dillon the..following ordinance was.approved on first, reading without dissenting <br /> <br />"AN ORDINANCE~TO AMEND ~HE CODE OF THE CITY~ OF PORTSMOUTH, VIRGINIA,-1961~ BY ADDING THERETO <br />A%~ SECTION NUMBERED 19-45.1 MAKING ~IT UNLAWFUL TO IMPERSONATE A% POLICE. OFFICER" <br /> <br /> 64-293 - "On October 26, 1964,~ bids were received for the sale of.a portion of City owned <br />proper~M known as Highland Biltmore School Site #2. <br /> One bid was recei, ved 6n the ssle of this land from the Biltmore Baptist Church in the smount of <br />$1,305. <br /> As I feel Sh~t the price bid is~insufficient, I-recommend that this bid be rejected and I be <br />authorized to re-advertise the property for sale." <br /> <br /> Motion of M~. Knight to concur in the recommendation of the City Manager was adopted without <br />dissenting vo~e. <br /> <br /> 64-29~ - "The Elizabe%h River Tunnell District has submitted a deed of dedication for s~reez. <br />purpose~, a parcel of land situated in the right-of-way of Harbor Drive. <br /> This covers a.strip of land 34 feet wide beginning at the intersection of.High Street and Harbor <br />Drive (~or~erly S.eve~th.Avenue) running parallel along.the western side.of Harbor Drive a distance of 106 feet. <br /> This prDpe~y~was acquired~by'the tunnel.district for the widening of harbor Drive when the new <br />tunnel was constructed, but the land has never been deeded to the City for s~reet purposes.. <br /> I recommend that the proper City officials be authorized to sign this deed of dedication." <br /> <br /> Motion of Mr. Eastes that the pr.operleiiy officials be authorized to sign the deed of dedica.~ion <br />was adopted~ without dissenting vo~e. <br /> <br /> ~ 64-295 - "It has been brought to my attention bhat many rumors are being circulated concerning <br />annexation and the probability of the City not furnishing bus serivce for the school children in the ares <br />proposed for annexation. <br /> It is my recommendation that the City of Portsmouth furnish school bus service in the area, as <br />is now being furnished along with other areas of the City where it is deemed necessary. <br /> Since~the School Board has been studying this matter, in connection with the annexation case~ it <br />is recomm]ended that it be referred to the School Board for study as to the basis for providing this service in the <br />presen~ City limits. <br /> <br /> <br />
