<br />At a regular meeting of the City Council:, held on November 10, 1964, there were present:
<br />
<br />R. Irvine Smith, Jack P. Barnes, John L. Dillon, George D. Eastes, Burrell R. Johnson,
<br />L. L. Knight, W. T. Leafy, A. P. Johnson, Jr:, City Manager, and M. A. Korb, City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Dillon.
<br />
<br />Minates of the. regular meeting held on October 27, 1964, were read and approved.
<br />
<br /> 64-285 - The following hearing on change in Zoning Ordinance was heard:
<br />
<br /> "Amendment to Zoning Ordinance of the City of Portsmouth, 1961, by amending subsection (258) of
<br />section 4-3 thereof, so as to provide for issuance of use permits for the collection and bailing of waste paper
<br />and rags within certain zoning districts. The Planning Commission recommends approval."
<br />
<br /> No one spoke in regard to the proposed amendment. :
<br />
<br /> Motion of Mr. Dillon to approve the following ordinance on first reading was adopted, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE TO A~END T~E ZONING ORDINANCE OF THE CITY OF'PORTSMOUTH, VIRGINIA, 1961, BY
<br />A~ENDING SUBSECTION (258) OF SECTION 4-3 THEREOF, SO ASf TO PROVIDE FOR ISSUANCE OF USE
<br />PERMITS FOR THE COLLECTION AND BAILING OF WASTE PAPER AND RAGS WITHIN CERTAIN ZONING
<br />DISTRICTS"
<br />
<br /> The following reports from the City Manager were read:
<br />
<br /> 64-286 - "I submit the attached ordinance and recbmmend that it be placed on first reading. This
<br />appropriates $1,200 for the City of Portsmouth's share of the cost in the area-wide study being made with ~egard
<br />to the extent of poverty i~ the Hampton Roads. Area.
<br /> This study is being made by Greenleigh Associates for the cities of New~ort News, Suffolk, Virginia
<br />Beach, Hampton, Chesapeake, Norfolk and Portsmouth. Each city's cost is based on $.01 per capita.
<br /> It is expected--~hat this study, and s~rvey will be completnd in approximately six weeks."
<br />
<br /> On motion of Mr. Knight, the following ordinance was approved on first reading, without dissenting
<br />
<br /> "AN ORDiNaNCE TO APPROPRIATE $1,200.00 FROM THE GENERAL FUND FOR TRE PURPOSE OF PAYING
<br /> PORTSMOUTH'S SHARE OF THE COST OF THE STUDY TO DETEI~MINE THE EXTENT OF POVERTY IN
<br /> CONU~dNITIE6 IN THE HAMPTON ROADS AREA"

<br /> 64-287 - "I submit the attached ordinance and recommend that it be placed on first reading. This
<br />requires street vendors of ice cream and other ice confectioneries to comply with the same health regulations of
<br />the City which govern other food establishments.
<br /> This ordinance has been requested by the~Health2Departmen~;" .

<br />On motion of Mr. Eastes, the following ordinance was'approved on first reading, without dissenting

<br />vote:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 196t, BY ADDING THERETO A
<br />NEW SECTION NUMBERED 12-31, MAKING THE PROVISIONS OF CHAPTER 12 APPLICABLE TO STREET VENDORS
<br />OF ICE CREAM"
<br />
<br /> 64-288 - "I ~hbmit the attached ordinance and recommend that it be placed on first reading. This
<br />prohibits the accumulation of weeds and debris and the'abandonment of motor, vehicles on vacant.tots.
<br />
<br /> At the present time, we have ac ordinance requiring the removal of abandoned automobiles. We do
<br />have a weed ordinance, but it is only effective b~tween the fifteenth of June and the fifteenth of Beptember of
<br />each year.
<br /> The proposed ordinance will amend this in order that the Health DeparTment can enforce the
<br />cutting of weeds on a year-round basis."
