<br />On motion of Mr. Hastes, the following resolution was unanimously adopted:
<br />
<br /> "WHEREAS, the Virginia Chapter of the American Institute of Architects has bestowed the State's
<br />highest award for architectural excellence recognized by the American Institute of Architects, its First Honor
<br />Award, on the design for the renovation of the old Post Office Building into the modern Portsmouth Public Library
<br />Building as the outstanding architectural endeavor in Virginia during the past two years; and
<br /> WHEREAS, this singular achievement was the product of the superior and outstanding creative ability
<br />of Glenn Yates, Jr.; and
<br /> ~'HEP~AS, the City of Portsmouth would not have been the recipient of this honor except for the
<br />efforts of the said Glenn Yates, Jr.
<br /> NOW, THEREFORE, BE IT RESOLVED by the CouBcil of the City of Portsmouth, Virginia, that the
<br />appreciation and best wishes for continued success from the citizens of this City be hereby expressed and conveyed
<br />to the said Glenn Yates, Jr.
<br /> BE IT FURTHER RESOLVED that a copy of these resol~r~ions be Spread upon the minutes of the City
<br />Council and a copy be presented to the said Glenn Yates, Jr., as a token of the high esteem in which he is held by
<br />the people of this City."

<br /> 64-306 - "On the northeast exit ramp of Interstate 264 at Frederick Boulevard, the State Highway
<br />Department has installed a fence encroaching four feet 6n City owned property.
<br /> Fronting on Frederick Boulevard there is a small parcel of land owned by the State Highway D~part-
<br />ment that they will exchange for the City land on which they have their fence installed.
<br /> This will make a more acceptable site fronting on Frederick Boulevard, and will allow the City to
<br />dispose of surplus City land. I recommend that I be authorized to execute the exchange of this property."
<br />
<br /> Motion of Mr. Dillon to authorize the City Manager to negotiate for the exchange of the property, as
<br />recommended, was adopted, Without dissenting vote.
<br />
<br /> 64-307 - "Mrs. Shellie R. Riddick has requested a refund on a building permit in the amount of $20.
<br />She obtained this permit in June 1964, but has decided not to make an addition to her home.
<br /> I reconm~end that the refund be granted."
<br />
<br />Motion of Mr. Knight to grant the refund, as requested, was adopted without dissenting vote.
<br />
<br /> 64-508 - "I submit the attached ordinance and recommend that it be placed on first reading. This
<br />amends Section 5-28, 5-31, and 3-32 concerning the vaccination of dogs.
<br /> Our present ordinance requires that dogs four months and older to be vaccinated, whereas the state
<br />law law has been changed to six months.
<br /> This amendment parallels the State law and will conform to the other cities in the area."

<br /> On motion of Mr. Knight, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br /> "AN ORDINANCE TO ~%~ND SECTIONS 3-28, 3-31, AND 3-32 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />1961, SO AS TO REQUIRE ALL DOGS OVER SIX MONTHS OLD TO BE VACCINATED."

<br />64-285 - The following ordinance, approved on first reading at last meeting, was taken up and read:

<br />SUBSECTION 258 OF SECTION 4-3 ~{ERBOF SO AS TO PROVIDE FOR ISSUANCE OF USE PERMITS FOR THE
<br />COLLECTION AND BAEING OF WASTE PAPER AND RAGS WITHIN CERTAIN ZONING DISTRICTS"

<br />On motion of Mr. Barnes, the ordinance was adopted, and by the following vote:

<br />64-286 - The following ordinance, approved on first reading at last meeting, was taken up and read:

<br />IN THE HAMPTON ROADS AREA"
