<br /> THROUGH 13-17.12 PERTAINING TO WEEDS, DEBRIS AND ABANDONED VEHICLES; REQUIRING REMOVAL
<br /> OF SAblE AND PROVIDING PENALTIES"

<br />NEW BUSINESS
<br />
<br />64-309 - The following communication from the Planning Commission was presented:
<br />
<br /> "At its ~egular monthly meeting on Tuesday, November S, 1964, the City Planning Commission
<br /> reviewed our joint conference of October 22 relative to the Madison Street municipal playground and long-range
<br /> SOUTHSIDE neighborhood revitalization programs. It was unanimously resolved that. four conditional recommendations
<br /> be placed be placed before City Council by the Secretary and Planning Director at an early date:
<br /> FIRST, provided City Council is willing to "endorse in principle" a sketch long-range SOUTHSIDB.
<br /> revitalization plan as depicted graphically on the attached map entitled "SOUTHSIDE - PROPOSED LAND USE - NOVEMBER
<br /> 24, 1964", the City Planning Commission approves d~claration of the Madison Street municipal playground as
<br /> surplus property suitable for residential development, and disposition thereof under provisions of law; and
<br /> SECOND~/p~o~id~d further, that proper conditions be attached to the sale of any municipal land
<br /> in the SOUTHSIDE n~rhood area, ms defined on the_aforementioned map, to insure residential development that will
<br /> constitute an uplifting effect upon neighborhood values and exertta multiplier effect on various programs, public
<br /> and private, intendedto promote neighborhood'renewal; and
<br /> THIRD, provided further, that City Council is able and willing to establish a separate escrow
<br />accounting fund into-~'~ich all monies from sale of any municipal property in this SOUTHSIDE neighborhood, as
<br />defined on the af6~ementioned attached map, would be deposited, along with any other contributions whioh over time
<br />i might be forthcoming from other sources; and that withdrawal of any funds from the SOUTHSIDE escrow account be only
<br />. for the purpose of acquiring or improving property in the designated school-recreation open green core area shown on
<br /> the attached SOUTHSIDB neighborhood plan; and
<br /> FqURTH, provided further, that City Council is willing to set in motion studies and efforts to
<br />i se~ure the neiRhborhood school-recreation open green core suggested in the attached SOUTHSIDE neighborhood revitaliz=
<br /> g~B p~an; takes appropriake actions to begin to detail overall long-range neighborhood renewal plans, and renews
<br />
