<br />at the old Highland Biltmore School Site $2.
<br /> One bid was received from the Biltmore Baptist Church in the amount of $3,000.00. I recommend
<br />that the property be awarded the church for the above amount."
<br />
<br /> Motion of Mr. Knight to concur ~n the recommendation of the City Manager, was adopted, without
<br />dissenting vote.
<br />
<br /> 64-302 - "I submit the attahhed ordinance and recommend that it be placed on first reading. This
<br />appropriates $2,500 to cover the cost of engineering studies and test borings for the location-of the Coast Guard
<br />Lightship in the slip at the foot of London Street.
<br /> This work was authorized by the City Council at a previous ~eeting."
<br />
<br /> On motion of Mr. Eastes, the following ordinance was approved on first reading, without
<br />dissenting vote:

<br />"AN ORDINANCE TO APPROPRIATE $2,500.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR ENGINEERING
<br />STUDIES ON THE COAST GUARD LIGHTSHIP MUSEL%~"
<br />
<br />64-303 - "I submit the attached ordinance and recommend that it be placed on first reading. This
<br />amends the City Code to conform with the State Laws regarding penalties for the violation of the Sunday work l~ws.
<br /> At a previous meeting of the Council, we amended the Code to conform to the State law, but failed
<br />to adopt the section imposing penalties.
<br /> This also relieves the penalty on persons who conscientiously believe that Saturday should be
<br />observed as the Sabbath and actually refrain from any business or labor on that day."

<br />On motion of Mr. Leary~ the following ordinance was approved on first reading, without d~ssenting

<br />"AN ORDINANCE TO A~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDDING THERETO
<br />THREE NEW SECTIONS NUMBERED 19-68.1, PROVIDING PENALTY FOR VIOLATION OF SUNDAY WORK ORDINANCE,
<br />19-68.2, MAKING CONTINUAl VIOLATIONS A NUISANCE, AND 19-68.3, RELATING TO THE OBSERVANCE OF
<br />SATURDAY"
<br />
<br /> 64-304 - "I submit the attached resolution and recommend its adoption. This is a declaration of
<br />policy by the City Council regarding the workable program for community progress.
<br /> This is an annual requirement of H. H. F. A. along with the attached report concerning the
<br />various code enforcements such as Building, Minimum Housing, Fire, etc.
<br /> These must be submitted and approved by H. H. F. A. in order that the City may be eligible to
<br />participate in the Urban Renewal Program."

<br />On motion of Mr. Barnes, the following resolution~was adopted, without dissenting vote:
<br />
<br /> "~%~EREAS, the Supreme Court of Appeals of Virginia has unanimously ruled that the annexation suit
<br />filed in 1961, by the City of Portsmouth against Norfolk.County, now City of Chesapeake, was lawfully instituted
<br />and may be m~intained against the City of Chesapeake, and
<br /> ~qEREAS, the City of Chesapeake has established a policy of seizing upon every opportunity and
<br />tech~icality to delay any hearing of the said annexation suit upon its me,its; and
<br /> WHEREAS, at a meeting held on June 21, 1964, attended by members of this City Council, the
<br />Workable Program Coordination Committee, the Planning Commission, the Portsmouth Redevelopment and Housing Authority~
<br />Samuel Hawthorne, Special Assi~nt~ ~o ~h~ Regional Administrator for Workable Programs, Samuel Shuli, Code
<br />S~ecialist~ Irban Renewal Administration, representing, the Housing and Home Fiance Agency, the press and interested
<br />citizens, it was generally agreed that the City of Portsmouth was making a sincere effort to develop an implement
<br />its workable program.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that:: it is
<br />here~y established as a policy of the City of Portsmouth, (1) To vigorously prosecute the annexation suit pending
<br />against the City of Chesapeake, (2) To continue to exert every effort to attain all unfulfilled goals established
<br />in the 1963 declaration of policy, and (5) To extend an open invitation to the Housing and Home Fim~nce Agency to
<br />confer with the City Manager from time to tome concerning .the progress of the annexation case and the workable
<br />program.
<br /> BE IT FURTHER RESOLVED that this resolution together with the necessary papers and supporting
<br />documents be submitted to the Housing and Home Fimmnce Agency with the request that the agency recertify the
<br />Workable program of the City of Portsmouth."
<br />

<br />Mr.~Glenn Yates receiving the First Honor Award f~om theVirgin~a Chapter of the American'Institute of Architects
<br />for his design in the renovation of the old Post Office Building for Portsmouth s Public Library."
