December 8, 1964 <br /> <br />On motion of Mr. Eastes, the following ordinance was approved on first reading without dissenting <br /> <br />vote: <br /> <br />"AN ORDINANCE TO ANEND SECTION 2-35 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1961, RELATING TO ANNUAL VACATIONS FOR CITY EMPLOYEES" <br /> <br />64-320 - "I submit the attached ordinance and recommend that it be placed on first reading. This <br />will amend the present City Code to allow the sale of beer on Sunday between the hours of 1:00 p.m. and 12 midnight. <br /> These hours would conform to those in the City of ChesapeaKe. ~e cities of Norfolk and Virginia <br />Beach allow the sale on Sunday between the hours of 6:00 a.m. and 12 midnight." <br /> <br />On motion of Mr, Barnes rules were suspended to hear from interested persons. <br /> <br />The following people spoke: <br /> <br />Rev. Correll <br />Mr. Robert Hecht <br /> <br />On motion of Mr. Dillon the following ordinance was approved on first reading, without dissenting <br /> <br />vote: <br /> <br />"AN ORDINANCE TO A~\~END SECTION 19-10 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1961, TO ALLOW THE SALE OF BEER AND WINE ON SUNDAYS BETWEEN THE HOURS OF 1:00 P.M. AND <br />12:00 MIDh'IGHT" <br /> <br /> 64-521 "At the previous meeting of the City Council, it was requested that I makea report on <br />the progress of the Westhaven-Waterview Causeway construction. <br /> Submitted herewith is a report received from the Department of Public Works concerning the <br />progress of this causeway." <br /> {Attachment - "In reply to your memorandum of November 25th concerning the progress of the cause- <br />way between Westhaven and Waterview: <br /> As you know the progress on lhe fill portion of the work is dependent, excent for indeterminate <br />amounts from various sources, on the progress of the road excavation on Route 537. The City cannot control the <br />rate of progress on Route 337 but, if the very low cost fill from this source is to be used, must co-ordinate its <br />efforts on the causeway construction with that of the Contractor for Route 557. This we have attempted to do. <br /> Expecting the first fill from Route 357 to be delivered in early July 1964, we began demolition <br />of the old bridge with the date in mind. The demolition of the bridge was completed about mid-June. Our first <br />delivery of fill from Route 337 was made on August Slat., 1964. This operation continued, with several short <br />interruptions through October 2nd at which time the excavation of the south side of Route 337 had progressed to a <br />short distance west of Cypress Road. We were then informed that the Contractor intended to suspend excavation <br />operations for the winter months. <br /> We have learned, within the past week, that the Contractor has changed his plans and in%ends to <br />open the recently paved section west of Cypress Road to two-way traffic within the next month (weather pemmitting <br />the construction of several street and coF~ercial entrances.) This will make it possible to excavate the north <br />side of the road and send the excavated material to the causeway. <br /> Concerning the Council's statement to you that they know of quantities of earth from Route 537 <br />being sent elsewhere than to the causeway job: <br /> The City has kept an agreement with certain property owners whereby agreed amounts of fill, or the <br />excavation within certain limits on Route 557, will go to them in payment for land which the property owners <br />have deeded the Ci%y for street widening. In addition, it has been necessary to use some of the excavated material <br />for filling in low areas on and adjacent to Route 537 itself. Another considerable quantity has gone to the north <br />shore of C~ty Park where a serious erosion problem exists. The material sent to City Park was mostly broken <br />concrete with some earth which was unavoidably mixed with it. <br /> We estimate the fill portion of the causeway j'ob to be about 60% complete as of this writing. If <br />the excavation of Route 337 proceeds as we have outlined above and if the rate is the same as it was for the first <br />portion excavated We might expect a progress schedule about as follows: <br /> Re-start Filling operation Jan. 2nd. 1965 <br /> Finish Fill {except for temporary Drain) Feb. 15th 1965 <br /> Start Pilings for Permanent Drain Feb. 20th 1965 <br /> Finish Permanent Drain April 10th 1965 <br /> <br />Fill Temporary Drain-Place Paving Base - Extend Concrete Paving at North and South Ends - Build <br />new Curb and Gutter at N ~ S ends and Build Sidewalk - Install New Water Line <br /> Begin April 10, 196~ <br /> Finish May 10, 1965 <br /> <br /> The rate of progress on this schedule is dependent on weather conditions and it is not likely that <br />winter conditions will accelerate the schedule but rather more likely that Zhey will retard it. <br /> We have made every ~ffort to see that the City gets all the material, to which it is entitled, <br />from Route 537. 'A system of serially numbered tickets in quadruplicate has been used for material delivered to <br />City projects. We have been informed by State Highway inspectors who are constantly on the job that no excavated <br />material has been sent to unauthorized locations.
