<br />At a regular meeting of the City Council, held on December 8~ 1964, there were present:
<br />
<br />R. Irvine Smith, Jack P. Barnes, John L. Dillon, George D. Hastes, Burrell R. Johnson, L. L. Knight,
<br />W. T. Leafy, A. P. Johnson, Jr., City Manager, and M, A. Korb, Jr., City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Johnson.
<br />
<br /> Minutes of the regular meeting held on November 24, 1964, and called meeting of November 27, 1964,
<br />were read and approved.
<br />
<br /> 64-314 - Motion of Mr. Barnes that the ~o~cil'ko on record as prohibiting the use of recording
<br />equipment of any kind, in the Council meeting, was adopted without dissenting v~te,
<br />
<br /> 64-315 - The following report from the Minimum Housing Board was presented by Mr. Leo.B. Shocklin,
<br /> Chairman. ~
<br />
<br /> "Last summer, our Housing Board requested a joint meeting With theJPlanning Commission and with
<br />City Officials involved, to study revisions of our housing code, and to consider the need of aminimum non-resident-
<br />ial (or commercial) structures code.
<br /> The group met, and felt that~certain revisions, plus the non-residential code were needed. The
<br />Housing Board was asked to work un a set of proposals, and submit them back to thegroup meeting at a later date,
<br />with the President of the Real Es%ate Board ~lso present. The Housing Board met and produced a set of proposals,
<br />which were submitted back to the group, including the president of the Portsmouth Reat ~state Board. Two workshop
<br />sessions have been held, the first on October 28. and the second on November 4. The accompanying proposals are the
<br />result of this work.
<br /> The group feels that amendments to the Housing code, plus the addition of a commercial structures
<br />code, the outline of which is herein proposed, will be feasible to administer, and will help our city to present an
<br />improved appearance for residents and visitors alike. We believe it will make our city more attractive and a
<br />healthier place in which to live."
<br />
<br /> Motion of Mr. Barnes that the report be received with thanks and referred to the City Attorney for
<br />the drafting of a proper ordinance, was adopted without dissenting vote.
<br />
<br />The following reports from the City Manager were presented:
<br />
<br /> 64-316 - "I submit the attached ordinance and recommend that it be olaced on first reading. This
<br />establishes McArthur Avenue, a one-way street going north, between Glasgow Street a~d North Street.
<br /> This is requested as we propose to close Tenth Avenue where it intersects with Glasgow Street and
<br />Harbor Drive. .We propose to build a cul-de-sac at Tenth Avenue where it intersects with Harbor Drive in order that
<br />the residents on Tenth Avenue will have a turn-around at this intersection.
<br /> We have contacted all residents living on Tenth Avenue and they. are agreeable to this clesing.
<br /> This is being requested due to the many accidents which have occurred at the intersection of
<br />Harbor Drive and Glasgow Street and Tenth Avenue.
<br /> Changing the direction of traffic on McArthur Avenue will allow vehicles to make the same movements
<br />as before and remove the traffic hazard at Harbor Drive and Glasgow Street."

<br />On motion of Mr. Barnes the following ordinance was approved on first reading without dissenting

<br />"AN ORDINANCE TO A~,~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING
<br />THERETO A NEW SECTION NUMBERED 18-104.1 MAKING MACARTHUR AVENUE A ONE-WAY STRBHT NORTH
<br />BETWEEN GLASGOW STREET AND NORTH STREET"
<br />
<br /> 64-517 - "I submit the attached ordinance and recommend that it be placed on first reading. This
<br />appropriates $8,200 from the Capital Improvement Fund for the nurchase of property in Pinners Point.
<br /> This is property located at 230 Seaboard Avenu~ which is currently for sale. It is proposed that
<br />this property will be used in the development of port facilities in the P~nners Point area."

<br />On motion of Mr. Knight, the following ordinance was approved on first reading without dissenting

<br />"AN ORDINANCE TO APPROPRIATE $8,200.00 FROMTHE GENERAL CAPITAL I~ROVEF~ENT FUND FOR
<br />THE PURPOSE OF PURCHASING PROPERTY LOCATED IN PINNERS POINT"
<br />
<br /> 64-518 - "I submit the attached ordinance and recommend that it be placed on first reading. This
<br />appropriates $58,000 from the Capital Improvement Fund for the construction of a school maintenance building. This
<br />is a part of the school construction program which was approved last year by City Council."

<br />On motion of ~ff. Bastes the following ordinance was approved on first reading without dissenting

<br />"AN ORDINANCE TO APPROPRIATE $58,000.00 FROM THE GENERAL CAPITAL I~ROVEMENT FUND
<br />FOR ~ PURPOSE OF CONSTRUCTING A SCHOOL MAINTENANCE BUILDING"
<br />
<br /> 64-519 - "t submit the attached ordinance and recommend that it be placed on first reading. This
<br />amends the City Code pertaining to vacations for City employees.
<br /> Under the present ordinance, all City employees are granted a two-week vacation after one full year
<br />of service with the City. This proposed ordinance will grant one vacation day for each continuous full month
<br />worked. It will also give employees with ten or more continuous years of service two additional days vacation.
<br />Employees with fifteen years of continuous service will be granted 'three additional days vacation. Employees with
<br />twenty years continuous service will be granted five additional days vacation.
<br /> It will also allow employees to carry over one year's vacation when it is not taken in the previous
<br />fear."
