This <br />appropriates $16,000 for the engineering and redesign of Effingham Street. <br /> These funds will be reimbursed to the City under a grant from the Federal Government, the same as <br />the High Street grant." <br /> <br /> On mOtion of Mr. Knight the following ordinance was approved on first reading without dissenting <br />vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $16,000.00 FROM THE GENERAL CAPITAL I~ROVEMENT FUND FOR THE <br /> PL~NNING~ACCOUNT F0R PROJECT P-VA-3064." <br /> <br /> 65-8 - "I submit the attached ordinance and recommend that it be pieced on first reading. This <br />appropriates $6,000 for the renovation of the Council Chamber. <br /> This will cover the installation of an acoustical ceiligg, new electrical fixtures, the changing <br />of the duct work in connection with the air-conditioning, and the installation of some partitions. <br /> This is being requested in order that we can improve the acoustics for the Council meetings." <br /> <br />vote: <br /> <br />On motion of Mr. Johnson, the following ordinance was approved on.first reading without dissentingI <br /> <br />"AN ORDINANCE TO APPROPRIATE $6,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE <br />PURPOSE OF RENOVATING THE CITY COUNCIL CHAMBERS." <br /> <br /> 65-9 - "I recommend that the City Council declare the old Douglas Park Community Center at the <br />corner of Portsmouth Boulevard and Grant Street no longer necessary for recreational purposes as of January 31, 1965 <br />I further recommend that I be authorized to return the property to the Beazley Foundation, Inc. <br /> with the <br /> I find that the City of Portsmouth has this property under a lease from the Foundation <br />stipulation that, when it ceases to be used for recreational purposes, it will be returned to the Beaztey Foundation <br /> <br /> 5~tion of Mr. Bastes to concur in the recommendation of the City Manager was adopted without <br />dissenting vote. <br /> <br /> 65-10 - "The engineers have now completed the drawings for the construction of sewers in Victory <br />Park. I recommend that I be authorized to advertise for bids for the construction of these sewers." <br /> <br /> Motion of 1.~. Knight to concur in the recommendation of the City Manager was adopted, without <br />dissenting~vote. <br /> <br />UNFINISHED BUSINESS <br /> <br />64-529 - The following ordinance approved on first reading at last meeting was taken up and read: <br /> <br />"AN QRDINANCE TO APPROPRIATE $150,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE <br />PURPOSE OF REMODELING A PIER AT PINNERS POINT." <br /> <br />On motion of Mr, Leary the ordinance was adopted and by the following vote: <br /> <br />Ayes: Smith, Dillon, Eastes, Johnson, Knight, Leary <br />Nays: None <br /> <br />64-350 - The following ordinance approved on first reading at last meeting was taken up and read: <br /> <br />"AN ORDINANCE IMPOSING AND COLLECTING TAXES ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, <br />MACHINERY AND TOOLS WITHIN THE LD~TS OF THE CITY OF PORTSMDUTH, VIRGINIA, FOR THE PURPOSE OF <br />RAISING REVENUE FOR THE SUPPORT OF THE COVFARN~NT AND THE PUBLIC FREE SCHOOLS AND TO PAY <br />INTEREST ~D~SINKING FUND ON THE PUBLIC DEBT FORT HE YEAR BEGINNING JANUARY 1, 1965." <br /> <br />On motion of Mr. Dillon the ordinance was adopted and by the following vote: <br /> <br />Ayes: Smith, Dillon, Bastes, Johnson, Knight, Leafy <br />Nays: None <br /> <br />64~$$1 - The. following ordinance approved on first reading at last meeting was taken up and read: <br /> <br />"AN ORDINANCE IMPOSING TAXES ON SHARES OF STOCK OF BANKS LOCATED IN THE CITY OF PORTSMOUTH FOR <br />THE YEAR 1965 AND ANNUALLY THEREAFTER, FIXING THE RATE AND REQUIRING THE PAYMENT THEREOF, <br />REQUIRING CERTAIN REPORTS, kND PR~SCRIBING PENALTIES FOR THE'VIOLATION THEREOF." <br /> <br />On motion of Mr. Leary the ordinance approved on first reading was]~dapted and by the following <br /> <br />vote: <br /> <br /> Ayes: Smith, Dillon, Bastes, Johnson, Knight, Leafy <br /> Nays: None <br /> <br /> 64- - Motion of Mr, Knight to go into the election of two members to the Portsmauth Port <br />Commission to fill vacancies caused by the expiration of the terms of Maurice Gompf and George.
