13' <br /> <br />January 12, 1965 <br /> <br />At the regular meeting of the City Council there were present: <br /> <br />R. Irvine Smith, John L. Dillon, George D. Pastes, Burrell R, J.ohnson, L. L. Knight, <br />W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Kerb, Jr., City Attorney <br /> <br />The meeting was opened with prayer by Mr. Leary. <br /> <br />Minutes of the regular meeting held on December 22, 1964, were read and approved. <br /> <br />The following reports from the City Manager were read~ :'~' <br /> <br />repeals Section <br />one-way street. <br /> <br />6S-1 - "I submit the attached ordinance and recommend that it be ~laced on first reading. This <br />18-100 and 18-100.1 of the City Code to establish Chestnut Street'and Green Street as two-way streetJ. <br />This will leave Chestnut Street, between Portsmouth Boulevard and George washington Highway, as <br /> <br />T~is action is necessary due to construction of Interstate 264." <br /> <br />vote: <br /> <br />On motion of Mr. Knight the following ordinance was approved on first reading without dissenting <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY 0P PORTSMOUTH, VIRGINIA, 1961, BY AMENDING SECTION <br /> 18-90 THEREOF, ~iRKING CHESTNUT STREET ONE-WAY SOU~t BEfallEN PORTSMOUTH BOULEVARD AND GEORGE <br /> WA~INGTON HIGHWAY' AND BY REPEALING SECTIONS 18-100 AND lB-100.1, SOAS TO F~AKE GREEN STREET <br /> A TWO-WAY STREET." <br /> <br /> 6S-2 - "I submit the attached ordinance and recommend that it be placed on first reading. This <br />amends the ordinance recently adopted pertaining to junk and abandoned automobiles by exempting automobiles classed <br />as antiques." <br /> <br />vote: <br /> <br />On motion of Mr. Pastes the following ordinance was approved on first reading without dissenting <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF ~tE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING THERETO A <br />NEW SECTION NUMBERED 15-17.15 EXEMPTING ~qTIQUE VP24ICLES AND THEIR PARTS FROM OPERATION OF THE <br />ABANDONED VEHICLE ORDINANCE, PROVIDED, CERTAIN CONDITIONS ARE MET." <br /> <br /> 65-3 - "I submit the attached ordinance and recommend that ~t be placed on first reading. This is <br /> an ordinance requested by the City Council with reference to the use of tape recorders at CoUncil meetings. <br /> This allows the use of tape recorders only with the consent of the City Council." <br /> <br /> On motion of Mr. Dillon the following ordinance waa approved on first reading without dissenting <br /> vote: <br /> <br /> "AN ORDINANCH TO A~ND THE CODE 0E THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING THERETO A <br /> NEW SECTION NUMBERED 2-22.1, REGULATING THE USE OF TAPE RECORDERS AT MEETINGS OF THE COUNCIL." <br /> <br /> 6S-4 - "I submit the attaJched ordinance and recommend that it be placed on first reading. This <br /> appropriates $100,000 from the Capital I~orovement Fund for the acquisition of property for the new court and jail <br />facilities. ' <br /> <br /> This appropriation should provide sufficient funds to purchase all properties within the two-block <br /> area to be provided for the court and jail facilities. <br /> <br /> On motion of Mr. Eastes the following ordinance was approved on first reading without dissenting <br />vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $100,000.00 FROM THE GENERAL CAPITAL ~MPROVE~4ENT FUND FOR THE <br /> PURPOSE OF PURCHASING A PORTION OF THE LAND REQUIRED FOR THE SITE OETHE NEW JAIL." <br /> <br /> 65-S - "I submit the attached ordinance and recommend that it be nlaced on first reading. This <br />appropriates $4,000 to purchase property in }Vesthaven around the marsh area at th~ end of South Street, just ~ <br />the east of the children's home. <br /> This is tax delinquent property and a large portion of this appropriation will be returned to the <br />City in delinquent gaxes. <br /> It is planned that this area be used as a recreational baseball field. The site has been reviewed <br />by the Recreation Commission and has their alrproval." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading without dissenting <br />vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $4,000.00 FROM THE GENERAL CAPITAL IMPROV£,~f~NT FUND FOR THE PURPOSE <br /> OF PURCHASING LAND FOR RECREATIONAL PURPOSES." <br /> <br /> 6S-6 - "I submit the attached ordinance and recommend that it be placed on first reading. This <br />appropriates $4,000 for the engineering and redesign of High street in connection with the Colonel Crawford Common <br />Plan. <br /> These funds will be reimbursed to the City under a. grant from the Federal Government for the plannin <br />pf these improvements." <br /> <br />On motion of Mr. Dillon the following ordinance, was approved on first rea~ing withbut dissenting <br /> <br />"AN ORDINANCE TO APPROPRIATES4,000.00 FROM Tt~ GENERAL CAPITAL IMPROVEt~NT F~qD FOR THE <br />PLANNING ACCOUNT FOR PROJECT P-VA-$06S." <br /> <br /> <br />
