152 <br /> <br />February 23, 1965 <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that: <br /> <br /> 1. The proponents of the repeal of said ordinance shall present to the City Clerk on <br />or before March 26, 1965, 20,000 copies of their printed argument in favor of such repeal, such argument to be <br />printed on yellow colored paper and foldad so as not to exceed 8 1/2 inches by 5 3/4 inches. <br /> <br />before March 26, 1965, 20,000 <br />to be printed on blue colored <br /> <br />The opponents of the repeal of said ordinance shall present to the City Clerk on or <br />copies of their printed argument against the repeal of said ordinance, such argument <br />paper and folded so as net to exceed 8 1/2 inches by 3 3/4 inches. <br /> <br />submitting the same. <br /> <br />3. Such printed matter shall be identified with the names of the persons or groups <br /> <br />4. 0nly one printed argument in the prescribed quantity will be accepted from each side. <br /> <br />S. Neither of such arguments shall exceed 2,000 words." <br /> <br /> 65-47 - "Attached hereto is a letter from the United Community Services, the City of Portsmouth's <br />representative for the anti-poverty program. <br /> The United Community Services' representatives have met with the Health, Welfare, and <br />Recreation Planning Cotmcil in Norfolk; and it is agreed that the anti-poverty program should be approached on <br />an area-wide basis. <br /> This letter is submitted for your information and necessary action as outlined in <br />paragraph 3 of Reverend Vasche's letter. <br /> I concur in the recommendations in this letter and recommend that the Community Services <br />Council be authorized to proceed with this project as outlined." <br /> <br /> Attached - "Thank you very much for your letter of February 10, 1965 notifying me that the City <br />Council had designated the United Community Services, through its Community Services Council, to represent the <br />City'of Portsmouth in planning Portsmouth's participation in the anti-poverty program administered by the 0ffiq~. <br />of Economic Opportunity. <br /> Our staff has. been working on this intensively and now has an outline of the basic <br />structure and operation for an anti-poverty plan. In line with our Council's long standing willingness to join <br />with Norfolk on the development of a mutually satisfactory metro program and the City Council's permission to <br />explore a joint effort, we have developed.together with the Norfolk planning council l~mt appears to be a very fair <br />and sound area-wide anti-poverty plan. This plan calls for the creation of an area community action organization <br />having two parts: 1. An area committee-composed of representatives from each participating local community and <br />2. An area staff. During the first year there are to be two distinct parts: A basic study and planning phase <br />immediately followed by a development coordination and supervision phase for local community action projects. This <br />area committee with the assistance of its staff is to work with and through city community action committees having <br />broad local representation. The area committee would be responsible for snch activities as the gathering facts <br />about poverty, evaluating the data collected, working for the development of appropriate action programs, aiding <br />in the preparation of grant applications, supervising and coordinating the local action programs to assure a <br />maximum quality of program and administration as well as full involvement~f and utilization of the poor. Further, <br />it would be providing fiscal controls, keeping records and providing technical staff assistance to local <br />communities in organizing themselves to fully utilize the provisions of the act and the community resonrces to best <br />deal with the local aspects of poverty. Attached as Enclosure 1 is an outline of the ayea organization's structure. <br />Notlshown is the Health, Welfares. and Recreation Planning Council in Norfolk which due to technical requirements will <br />be the initial corporate entity applying for and receiving the grant funds. The Planning Council has agreed to <br />delegate to the area committee all authority for the direction and administration of the anti-poverty programs <br />including the employment of staff and the management of poverty funds and finances. Enclosure 2 shows the <br />compo~ition proposed for the Area Community Action Committee. The initial membership sho~m will constitute a core <br />group or steering committee which may be expanded. <br /> The plan as outlined was endorsed by our Community Services Council at its meeting on <br />February 16, 1965. Our 'Council recommends to the Portsmouth City Council that it 1. Endorse the area plan and <br />the participation of the city in it; 2. Appoint one of its members (or a representative) to serve on the area <br />committee~ and 3. Appropriate the sum of $5,529 to cover Portsmouth's share of the necessary I0% local portion <br />of the projected cost of the first years operation of the area organization. It would appear that the above amount <br />would adequaiely cover Portsmouth's per capita share although some details of the plan still are being worked out <br />at this time. This local share is based on the latest gross cost estimate and on a percentage of area population <br />as shown in Enclosure 3. The City Council is requested to give consideration to this matter at its February 2$rd <br />meeting as it would not meet again until after the projected date for the submission of the grant request which is <br />the week of March 1st. <br /> We are happy to have been designated for this role by the City and hope the City Council <br />finds the plan developed satisfactorily. P.lease be assured that your Community Services Council will have a <br />continuing interest in the anti-poverty program and looks forward to cooperating with and supporting a~l levels of <br />activities connected with it. If I can be of any assistance to you in presenting this please feel free to contact <br />me. (Signed: C. Charles Vasche, Chairman - Community Services Council)" <br /> <br />Motion of Mr. Leafy to concur in the Manager's recommendation was adopted, without dissenting vote. <br /> <br /> UNFINISHED BUSINESS <br /> <br />65-29 - The following ordinance, approved on first reading at last meeting, was taken up and read: <br /> <br /> "ZONING AMENDMENT ORDINANCE Z 65-2- <br /> <br />On motion of Mr. Dillon, the ordinance was adopted, and by the following vote: <br /> <br /> Ayes: Smith, Barnes, Dillon, Eastes, Johnson, Knight, Leafy. <br /> Nays: None <br /> <br />6S-29 - The following ordinance, approved on First reading at last meeting, was taken up and read: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 65-4" <br /> <br /> <br />
