February 23, 1965 <br /> <br />vote: <br /> <br />On motiOn of Mr. Leary, the following ordinance was approved on first reading, without dissenting <br /> <br />"AN ORDINANCE TO APPROPRIATE $135,000.00 FROM THE GENEP~L CAPITA~ <br /> IMPROVEMENT FUND FOR THE PURPOSE OF CONSTRUCTING SANITARY SEWERS <br /> IN VICTORY PARK." <br /> <br />65-41 - "Bids <br /> The following bids were received: <br /> A. Stuart Bolling Co., Inc. <br /> A. G. Pinkston Co. <br /> Sam B. Archbell <br /> J. A. S. Builders, Inc. <br /> Vice Construction Co. <br /> Central Builders <br /> Strickland Brothers <br /> A. Stuart Bolling Co., <br /> <br />were opened on February 11, 1965, for the construction of the Victory Park sewers. <br /> <br /> 123 <br /> 141 <br /> 153 <br />Inc. being the low bidder <br /> <br />$112 277.98 <br />llS S58.75 <br />117 617.45 <br />123 186.20 <br />551.22 <br />337.37 <br />140.20 <br />I recommend that the contract be <br /> <br />awarded this firm." <br /> <br /> Motion of Mr. Knight to concur in the recom~enda.tion of the City Manager was adopted, without <br />dissenting vote. <br /> <br /> 65-42 - "I submit the attached resolution pertaining to the Colonel Crawford Common Plan and <br />recommend its adoption." <br /> <br />On motion of Mr. Eastes, the following resolution was unanimously adopted: <br /> <br /> "~EREAS, the plan for the development of the Colonel Crawford Common has been presented <br />by the Planning Commission to this Council.and to the public; and <br /> WHEREAS, the said plan presents a blueprint for a great step forward in the revitalfzation <br />of downto~m Portsmouth; and <br /> g~EREAS, it is the intention of this Council to create a parking authority to <br />facilitate the execution of the said plan when it shall be most advantageous so to de. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City.of Portsmouth, Virginia, that <br />the plan, "Toward Implementation - Colonel Crawford Common" is hereby enthusiastically approved and endorsed as <br />the plan for the revitalization and economic development of the downtown area of the City of Portsmouth. <br /> BE IT FURTHER RESOLVED, that all the officers, employees, agencies, and citizens of <br />this city, and all other persons interested in its welfare are hereby urged to do whatever is necessary to put <br />into effect the plan for the Colonel Crawford Common." <br /> <br /> 65-43 - "I submit the attached ordinance and recommend that it be placed on first reading. <br /> This appropriates $5,000 toward the implementation of the Colonel Crawford Common Plan. <br />This wilI cover necessary expenses needed to get this project initiated.' <br /> <br />On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting <br /> <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE IMPLEMENTATION OF THE COLONEL CRAWFORD COMMON PLAN." <br /> <br /> 65-44 - "I submit herewith a letter from the Superintendent of Schools advising me that they <br />have abandoned the temporary school building at 380] Race Street across from the Westhaven School. This is the <br />property which the School Board was using as a maintenance building. <br /> The Portsmouth Girls' Club is anxious to use this building for their club. We previously <br />provided them with facilities on Camden Avenue, but it was necessary for them to move as the building was taken <br />by Interstate 264. <br /> I recommend t~at I be authorized to negotiate with the Portsmouth Girls' Club regarding <br />the use of this building." <br /> <br /> Motion of Mr. Dillon to concur in the recommendation of the City Manager was adopted, without <br />dissenting vote. <br /> <br /> 65-45 - "I recommend that I be authorized to employ the firm of Yates & Boggs, Architects, for <br />the design and engineering for the proposed new jail and court facilities. <br /> It will take approximately 360 days to complete the architectural and engineering work <br />necessary for this building." <br /> <br /> Motion of Mr. Knight to concur in the ~ecommendation of the City Manager was adopted, without <br />dissenting vote. <br /> <br /> 65-46 - "I submit the attached resolution and recommend its adoption. <br /> It is necessary for the Council to establish rules and regulations, regarding the <br />submission of printed arguments, to be mailed to the qualified voters along with the proposed ordinance pertaining <br />to the sale of beer on Sunday. <br /> This is in accordance with Section 5 of Chapter 10 of the City Charter." <br /> <br /> On motion of Mr. Barnes, the following resolution was unanimously adopted: <br /> <br /> "WHEREAS, a special election has been called for April 20, 1965, upon the question of <br />repealing the ordinance permittfng the sale of beer and wine on Sundays, and Section 3 of Chapter 10 of the City <br />Charter provides for the mailing to qualified voters of printed eopies of arguments with respect to the issue, <br />subject to certain provisions therein contained. <br /> <br /> <br />
