Eastes, Burrel] R. Johnson,
L. L. Knight, W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Korb, City Attorney.

%he meeting was opened with prayer by

Minutes of the regular meeting held on February 9, 1965, were read and approved.

The following reports from the City Manager were read:

65-37 - ~ I submit the attached ordinance and recommend that it be placed on first reading.
This ordinance authorizes the issuance of $2,000,000 in General Obligation Bonds.
At the last meeting of the City Council, I submitted an ordinance for $1,700,0OO in
General Obligation Bonds with the request that it be submitted to the Bond Commission for their approval. This
was done, and after study by the Bond Commission it was their recommendation that the issue be increased to
$2,000,000, with the feeling that a $2,000,000 issue would be more acceptable on the bond market.
These ftmds are to be used as follows:
$1,200,000 for schools and as a part of the four-year school construction
program.
$ 180,000 for the City's share of the construction and site improvement for the
armory.
$ 320,000 for sewer projects, already authorized.
This will leave $300,000 which can be used to continue our sewer program. These bonds
are to be dated May 1, 1965."

On motion of Mr. Knight,,the following ordinance was approved on first reading, without dissenting!

vote:

"AN ORDINANCE AUTHORIZING THE ISSUANCE OF TWO MILLION DOLLARS OF BONDS OF
THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGATION BONDS,
FOR THE PURPOSE OF PROVIDING FUNDS TO CONSTRUCT SCHOOL BUILDINGS, AN ARMORY,
AND SEWERS, MAKING PROVISION FOR THE FOKM OF SAID BONDS AND FOR THE PAYMENT
THEREOF.~

65-38 - "I submit the attached ordinance and recommend that it be placed on first reading.
appropriates $180,000 for the City's cost in the construction of the armory.
The total cost of .this project is $495,000, with the State and Federal Governments
paying the balance.

This

The City of Portsmouth's cost is broken down as follows:

Initial con~tribution
Outside Work
Additions by enlarging drill hall
and adding two storage rooms.
Air-conditioning
Site preparation

$25,000.00
10,794.05

56,958.95
29,327.00
58,010.00

It is necessary to appropriate these funds at this time in order that we can pay for
the site preparation necessary before construction of this building."

vote:

On motion of Mr. Dillon, the following ordinance was approved on first reading, without dissentingI

"AN ORDINANCE TO APPROPRIATE $180,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT ]
FUND FOR THE CONSTRUCTION OF THE NATIONAL GUARD ARMORY.' i

65-59 -" I submit the attached ordinance and recommend that it be olaced on first reading. ,This
amends Section 29-11 of the Code of lhe City of Portsmouth, Virginia, 1961, pertainin~ to charges for sewage
disposal service.
This i~creases our rates from 12~-t8~ for the first 15,000 cubic feet; from 9~-11~ up
to one million cubic feet; and from 7~-9~ for all in excess of one million cubic feet in any one month.
It is necessary that these rates be amended in order that we can properly finance the
revenue bond issue at a later date to cover a fifty per cent addition that is needed to the present plant.
A, preliminary study has been made of this by Greeley and Hansen, Engineers, and it is
their recommendation that an expansion of about fifty per cent of the p.resent facilities be made. This expansion
is estimated to be sufficient for fifteen years or until 1980. The estimated cost of this expansion plus present
plant improvements is approximately $1,000,000. These improvements should be started as soon as possible.
There are also additional force mains and pumping stations which should be built at a
later date, according to the report of the Engineers.
I further recommend that I be authorized to employ the firm of Greeley and Hansen to
prepare the detailed plans for these improvements."

On motion of Mr. Barnes, the following ordinance was approved on first reading, without
dissenting vote:

AN ORDINANCE TO AMEND SECTION 29-11 OF THE CODE OF THE CITY OF
PORTSMOUTH, VIRGINIA, 1961, INCREASING CERTAIN CHARGES FOR SEWAGE
DISPOSAL SERVICE."

65-40 -" I submit the attached ordinance and recommend that it be placed on first reading.
This appropriates $135,000 for the construction of the Victory Park sewers.
This appropriation covers the cost of the construction of the sewers and engineering
fees. These funds are provided for in the $2,000,000 bond issue."
