<br />At a regular meeting of the City Council, held on February 23, 1965, there were present:
<br />
<br />R. Irvine Smith, Jack P. Barnes, John L. Dillon, George D. Eastes, Burrel] R. Johnson,
<br />L. L. Knight, W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Korb, City Attorney.

<br />Minutes of the regular meeting held on February 9, 1965, were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 65-37 - ~ I submit the attached ordinance and recommend that it be placed on first reading.
<br />This ordinance authorizes the issuance of $2,000,000 in General Obligation Bonds.
<br /> At the last meeting of the City Council, I submitted an ordinance for $1,700,0OO in
<br />General Obligation Bonds with the request that it be submitted to the Bond Commission for their approval. This
<br />was done, and after study by the Bond Commission it was their recommendation that the issue be increased to
<br />$2,000,000, with the feeling that a $2,000,000 issue would be more acceptable on the bond market.
<br /> These ftmds are to be used as follows:
<br /> $1,200,000 for schools and as a part of the four-year school construction
<br /> program.
<br /> $ 180,000 for the City's share of the construction and site improvement for the
<br /> armory.
<br /> $ 320,000 for sewer projects, already authorized.
<br /> This will leave $300,000 which can be used to continue our sewer program. These bonds
<br />are to be dated May 1, 1965."

<br />On motion of Mr. Knight,,the following ordinance was approved on first reading, without dissenting!

<br />"AN ORDINANCE AUTHORIZING THE ISSUANCE OF TWO MILLION DOLLARS OF BONDS OF
<br /> THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGATION BONDS,
<br /> FOR THE PURPOSE OF PROVIDING FUNDS TO CONSTRUCT SCHOOL BUILDINGS, AN ARMORY,
<br /> AND SEWERS, MAKING PROVISION FOR THE FOKM OF SAID BONDS AND FOR THE PAYMENT
<br /> THEREOF.~

<br /> 65-38 - "I submit the attached ordinance and recommend that it be placed on first reading.
<br />appropriates $180,000 for the City's cost in the construction of the armory.
<br /> The total cost of .this project is $495,000, with the State and Federal Governments
<br />paying the balance.

<br /> "AN ORDINANCE TO APPROPRIATE $180,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT ]
<br /> FUND FOR THE CONSTRUCTION OF THE NATIONAL GUARD ARMORY.' i

<br /> 65-59 -" I submit the attached ordinance and recommend that it be olaced on first reading. ,This
<br />amends Section 29-11 of the Code of lhe City of Portsmouth, Virginia, 1961, pertainin~ to charges for sewage
<br />disposal service.
<br /> This i~creases our rates from 12~-t8~ for the first 15,000 cubic feet; from 9~-11~ up
<br />to one million cubic feet; and from 7~-9~ for all in excess of one million cubic feet in any one month.
<br /> It is necessary that these rates be amended in order that we can properly finance the
<br />revenue bond issue at a later date to cover a fifty per cent addition that is needed to the present plant.
<br /> A, preliminary study has been made of this by Greeley and Hansen, Engineers, and it is
<br />their recommendation that an expansion of about fifty per cent of the p.resent facilities be made. This expansion
<br />is estimated to be sufficient for fifteen years or until 1980. The estimated cost of this expansion plus present
<br />plant improvements is approximately $1,000,000. These improvements should be started as soon as possible.
<br /> There are also additional force mains and pumping stations which should be built at a
<br />later date, according to the report of the Engineers.
<br /> I further recommend that I be authorized to employ the firm of Greeley and Hansen to
<br />prepare the detailed plans for these improvements."

<br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br />AN ORDINANCE TO AMEND SECTION 29-11 OF THE CODE OF THE CITY OF
<br />PORTSMOUTH, VIRGINIA, 1961, INCREASING CERTAIN CHARGES FOR SEWAGE
<br />DISPOSAL SERVICE."
<br />
<br /> 65-40 -" I submit the attached ordinance and recommend that it be placed on first reading.
<br />This appropriates $135,000 for the construction of the Victory Park sewers.
<br /> This appropriation covers the cost of the construction of the sewers and engineering
<br />fees. These funds are provided for in the $2,000,000 bond issue."
