<br />On motion of Mr. Dillon the following resolution was adopted, without dissenting vote:
<br />
<br />"RESOLUTION DETERMINING THAT A PORTION OF THE CITY OF PORTSMOUTH LOCATED NEAR SCOTTS
<br />CREEK, IS DETERIORATING AND MAY BE ELIGIBLE FOR CONSERVATION AND REQUESTING THE
<br />PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY TO INVESTIGATE SUCH pORTION OF THE
<br />CITY AND, IF CONSERVATION OF ANY ELIGIBLE AREA THEREIN IS DEEMED BY SAID AUTHORITY
<br />TO BE FEASIBLE, TO PREPARE A CONSERVATION PLAN THEREFOR"
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority, at the request of the Council, has
<br />investigated and reported to the Council on the condition of that portion of the City of Portsmouth bounded generall,
<br />as follows: On the north by Scotts Creek; on the east by Park View Avenue, south to Bay Street, thence west to the '
<br />rear property line of Webster Avenue, thence south to Ann.>Street, thence east to Port Lane, thence south to the
<br />rear property line of Holladay Street, thence west to the Oak Grove Cemetery, thence north along Oak Grove Cemetery
<br />and Scotts Creek to the point of beginning, which portion of the City is well known to the members of the Council.
<br /> NOW, ~{EREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br /> That it appears to the Council that a certain portion of the City described generally as being bound~
<br />on the north by Scotts Creek; on the east by Park View Avenue, south to Bay Street, thence west to the rear property
<br />line of I~'ebster Avenue, thence south to Ann Street, thence east to Fort Lane, thence south to the rear property line
<br />of Holladay Street, thence west to the Oak Grove Cemetery, thence north along Oak Grove Cemetery and Scotts Creek
<br />to the point of beginning is deteriorating and may be eligible for conservation as provided under Section 56-48.1,
<br />et seq. of the Code of Virginia, 1950, as amended. It is so declared, and the Portsmouth Redevelopment and Housing
<br />A~thority is hereby requested to investigate such portion of the City of Portsmouth and, if such investigation indi-
<br />cates that the conservation of any slum, blighted, deteriorated or deteriorating area therein is feasible, to
<br />delineate such area and prepare a plan for the conservation thereof."

<br /> 65-55 - "Bids w~re opened on February 26, 1965, for the sale of City owned property located between
<br />Crawford Parkway and the HarbOr View Manor Apartments.
<br /> One bid was received from }{arbor View Manor, Incorporated in the amount of $2,500.
<br /> I recomanend that ~s property be sold to Harbor ~iew Manor, Incorporated, for the above price."

<br />Motion of Mr. Leary to concur in the recommendation of the City Manager was adopted without dissenting
<br />
<br /> 65-56 - "I submit the attached agreement between the Atlantic Coast Line Railroad Company and the
<br />City of Portsmouth, and recommend that the proper City Officials be authorized to sign.
<br /> This agreement covers the railroad crossing signal lights at King and High Streets. The railroad
<br />Company has requested that these agreements be executed as we requested them to move their flashing signal lights at
<br />King Street as they were extending in the street and outside the curb line approximately two feet. These signal
<br />lights have been moved behind the curb line." '~

<br /> Motion of Mr. Dillon to concur in the recommendation of the City Manager was adopted without
<br />dissenting vote.
<br />
<br /> 65-57 - "I submit the attached ordinance and recommend that it be referred to the Planning Commission
<br />for their recommendation with the request that the Planning Commission report back'to the City Council at its
<br />meeting on April 15, 1965.
<br /> It is :also requested that the City Clerk be authorized to advertise for a public hearing on this
<br />amendment for the City Council meeting to be held on April 15, 1965.
<br /> When Holiday Inns was negotiating for the property to construct the motel on the Waterfront, they
<br />were advised at that time that they could operate a service station in connection with the motel operation as the
<br />property was zoned C-2 at that time.
<br />When the W-1 zoning was established for this area, it did not provide for service station oneration
<br />in this zone; therefore, the request for this amendment is to enable Holiday Inns to construct the service ~tation."
<br />
<br /> Motipn of Mr. Knight to concur in ~he racommendatiOn of the City Manager to refer the following
<br />ordinance to the Planning Commission and that the City Clerk be authorized to advertise for a public hearing on the
<br />amendment, for City Council meeting of April 15, 1965~ was adopted without dissenting vote:

<br />"AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, 1961, BY AMENDING
<br />SUBSECTION (24) OF SECTION 4-S THEREOF SO AS TO PROVIDE FOR ISSUANCE OF USE PER~tTS FOR
<br />OP~RATION OF AUTOMOTIVE SERVICE STATIONS WITHIN THE WATERFRONT W-I ZONING DISTRICT"
