March 9, 1965 <br /> <br />At the regular meeting of the City Council held on M~rch 9, 1965, there were present: <br /> <br />R. Irvine Smith, Jack P. Barnes, John L. Dillon, George D. Hastes, Burrell R. Johnson, <br />L. L. Knight, ~. T. Leafy, A. P. Johnson, Jr., City Manager, and ~{. A. Korb, Jr., City <br />Attorney <br /> <br />The meeting was onened with prayer by Mr. Dillon. <br /> <br /> 65-49 The Chair asked Mr. George Walker if he intended to use his tape recorder. Mr, Walker <br />Ireplied he intended to use it for the last item on the agenda. Mr. was agRinst <br /> The <br /> Chair <br /> reminded <br /> Walker <br /> that <br /> it <br /> the law and asked that he either surrender the tape recorder to Sergeant at Arms, or leave the Council Chamber. <br /> Upon refusal, Mr. Walker was escorted by the Police from lhe Council Chamber. <br /> <br />Minutes of the regular meeting held on February 23, 1965, were read and approved. <br /> <br />The following reports from the City Manager were read: <br /> <br />appropriates 65-50 - "I submit the attached ordinance and recommend that it be placed on first reading. This <br /> $3j600 to cover the cost for the employment of an Assistant City Manager for the balance of this fiscal <br />year. <br /> This appropriation will cover the salary and office expense for this office. <br /> Mr. Carroll A. Mason, S01 Rockbridge Road, Portsmouth, Virginia, has been employed as Assistant <br />City Manager and will begin his duties on March IS, 1965." <br /> <br />vote: <br /> <br />On motion of Mr. Knight the following ordinance was approved on first reading without dissenting <br /> <br /> "AN ORDINANCE TO APPROPRIATE $3,600.00 FROM ~ G~NERAL FUND FOR SALARY AND <br /> EQUIPMENT ~FOR AN ASSISTANT CITY M~NAGER" <br /> <br />65-51 - "I submit the attached ordinance and recommend that it be placed on first reading. This <br />.appropriates $2,500 as the City of Portsmouth's pro-rata share for the operation of the Chesapeake Bay-Bridge Tunnel <br /> information booth. <br /> It has been requested by the Chambers of Commerce of Norfolk, Virginia Beach, Chesapeake, and <br /> Portsmouth that the cities again participate in the oneration of this information booth on a basis of $.02 per capita.t <br /> This is a temporary arrangement until such time as the Tourist Information Center Committee can formulate a permanent <br /> budget and method of financing this operation. <br /> Since the opening of this information center in June, 1964, through January, 1965, over 14,000 <br /> automobiles have stopped at this facility." <br /> <br />On motion of Mr. Eastes the following ordinance was approved on first reading without dissenting <br /> <br />vote: <br /> <br />"kN ORDINANCE TO APPROPRIATB~S2,500.O0 FROM THH GENERAL FUND FOR PAYMENT OF THE CITY'S <br /> PRO RATA SHARE OF THE OPERATION OF THE CHESAPEAKE BAY BRIDGE TUNNEL INFORMATION BOOTH" <br /> <br /> 65-52 - "I submit the attached ordinance and recommend that it be placed on first reading. This <br />appropriates $3,000 for the construction of a Babe Ruth Baseball Field and a Little League Baseball Field. <br /> These funds were derived from the sale of City owned property at Highland Biltmore School Site #2, <br />and it was agreed at the time of the sale that these funds would be returned to Recreation in order that the Babe <br />Ruth Field could be constructed at the Highland Biltmore School Site #1 and one of the Little League fields trans- <br />ferred to HigRland Biltmore School Site #2." <br /> <br />Motion of Mr. Barnes to approve the ordinance on first reading. <br /> <br /> Motion of Mr. Barnes to amend by deleting the words "Little League" from the caption and from the <br />first paragraph of the ordinance was adopted without dissenting vote. <br /> <br />Vote being taken the following ordinance ~s~;amended, was approved on first reading without <br /> <br />dissenting vote: <br /> <br />"~N ORDINANCE TO APPROPRIATE $3,000.00 FROM THE GENERAL CAPITAL IMPROVES~NT FUND FOR <br />THE CONSTRUCTION OF TWO BASEBALL FIELDS" <br /> <br /> 65-53 - "I submit the attached ordinance and recommend that it be placed on first reading. This <br />appropriates $19,000 for the purchase of property. Four of these parcels are in the area of the Thomas ~efferson <br />School where the City proposes to enlarge the playground area. This is in accordance with the Southside Plan. <br /> The other parcel is in the rear of the Harry Hunt Junior High School and adjacent to Buck Childs <br />Field where the City is attempting to acquire addditional land for playground purposes for the school." <br /> <br />On motion of Mr. Barnes the following ordinance was approved on first reading without dissenting <br /> <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $19,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND <br />FOR THE PURCHASE OF LAND" <br /> <br /> 65-54 - "I submit the attached resolutions and recommend their adoption. <br /> These two resolutions authorize the Portsmouth Redevelopment and Housing Authority to investigate <br />and prepare a plan for conservation of Projects 4 ~ 5 in the Northside General Neighborhood Renewal Plan. These <br />two conservation projects cover Park View and lhe area north of London Street and east of Washington Street to the <br />water." <br /> <br /> <br />
