<br />6S-gl - The following letter from Rev, Eugene Sowder, pastor, Wright Memorial Methodist
<br />
<br />Church, was read:
<br />
<br /> "I am writing to respectfully request the opportunity to address City Council in its
<br />session on March 25. I wish to speak as President of the Newto~m Civic League, and will be accompanied to the
<br />meeting by certain members of the League.
<br /> I should like to speak about five minutes setting forth very briefly certain observations
<br />about our section of the City, and perhaps to make one or two general recommendations."
<br />
<br /> Motion of Mr. Knight to suspend the rules to hear from Rev. Sowder, was adopted. Mr.
<br />Sowder sp~ke regarding needed improvements in 'Southside'.
<br />
<br />On motion of Mr. Barnes this was referred to the City Manager.
<br />
<br />65-72 - The following letter from It. C. Williams, Jr., was read:
<br />
<br /> "Now that City ~nager, Aubrey Johnson, Jrt, has announded that he will resign from the
<br />Portsmouth City Planning Commission; I wish to announce my candidacy for the vacancy.which hi~ resignation will
<br />create.
<br /> The enclosed resume of my background was prepared to assist in your consideration.
<br />
<br /> As a citizen of Portsmouth and as a life-long, resident of the area, I am mos~ interested
<br />in the future of our city and I, therefore, humbly offer my services to this candidacy for the vacancy which his
<br />resignation will create,~ to this cause. I feel that my experience as a planner and that as a professional engineer
<br />can be of valuable assistance in this endeavor."

<br /> Motion of Mr. Barnes to refer to a conference of the Council to consider the vacancy in
<br />the Planning Conunission was adopted without dissenting vote,
<br />
<br /> 65-72a - Motion of Mr. Leafy that Carroll A. Mason, A~sistant City Manager, represent
<br />the City with the Tidewater Youth Association, was adopted without dissenting vote.
