March 23, 1965 <br /> <br />65-75 - The following letter from Economy Plumbing and Heating was read: <br /> <br /> "I am enclosing an article from the local plumbing code - as accepted by our Council a few years <br />ago that kas not and c~nnot be enforcedby you or anyoae else local. <br />The reason I am so sure about this is that h~t~rctwo or three years in business in this area, <br />I have yet to see it done." '(Enclosure: Sec. 29-9t. Who may do plumbing work; employment of unqualified person. <br /> It shall be unlawful for any person to do plumbing work in any building or on any permises in <br />the city, unless such person be a duly licensed plumber, registered in the office of the plumbing inspector of the <br />city or registered in the office of the plumbing inspector of either~:the City of Norfolk. the City of South Norfolk <br />or the City of Virginia Beach, and has executed a bond to the City of Portsmouth in the sum of five thousand <br />dollars; except those in the employ of any plumber who has complied with the foregoing requirements or the <br />requirements of the Eity of Norfolk, the City of SoUth Norfolk or the City of Virginia Beach relating 'to persons <br />doing plumbing work. This pro~ision applies to the installation of ~n~rhonge~§e~ew~r~rain, soil, waste, vent or <br />water service pipe or plumbing fixture, or any repairs to same or the removal of any stoppage. <br /> It shall be unlawful for any person knowingly, to employ any person to do plumbing work in the <br />city who is not a licensed plumber.') <br /> <br />Motion of ~. Knight to refer to the City Manager to report back to Council was adopted without <br /> <br />dissenting vote. <br /> <br />65-74 - The following letter from J. S. Livesay, Jr., was read: <br /> <br />"Effective this date I resign the office of director of Portsmouth Naval Shipyard Museum, Inc." <br /> <br />Motion of Mr. Knight to accept the resignation with regret, was adopted. <br /> <br /> Motion of Mr. Barnes to refer to a conference of the Council, to consider filling the vacancy was <br />adopted without dissenting vote. <br /> <br /> 65-75 - Motion of Mr. Johnson that a study bG made by the Planning Commission of zoning classifi- <br />cation on Turnpike Road and Airline Boulevard and that this be submitted to the Council ~ith their study of <br />Portsmouth Boulevard and that ~hen studies are completed, there be a joint meeting of the Council and Planning <br />Commission was adopted without dissenting vote. <br /> <br /> 65-76 - Motion of Mr. Knight that the City Attorney be instructed to prepare an appropriate <br />resolution creating a P~rtsmouth Parking Authority was adopted without dissenting vote. <br /> <br /> 65-78 ~ Motion of Mr. Knight that the hour for meeting of the next Council meeting on April 13, <br />1965, be at 8:30 rather than the usual time, was adopted without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />Approved <br /> <br /> President <br /> <br />City Clerk <br /> <br /> <br />
