<br />At the regular meeting of the City Council held on March 25, 1965, there were present:

<br />R. Irvine Smith, Jack P. Barnes, John L. Dillon, George D. Eastes, Burrell R. Johnson,
<br />L. L. Knight, W. T. Leery, A. P, Johnson, Jr,, City Manager, and M. A. Korb, Jr., City

<br />The meeting was o~ened with prayer by Mr. Hastes.
<br />
<br />65-67 - The following hearing on the Sales Tax and Personal Property Tax was held.
<br />
<br />Those speaking in favor of the sales tax were:

<br />
<br />The following spoke against the sales tax:

<br />The following communications were read:
<br />
<br /> "I am a taxpayer and a voter. ~hile I am not against a sales tax, generally, I am opposed
<br />to a tax on food one buys from a grocery store and on drugs. To impose a tax on these two items, would be an
<br />evil thing as it would mark a ha~d§hip on lower income families and those who have large families to feed and buy
<br />medicines. Thanking you for your consideration, I am (Signed: Very truly yours, Mrs. Virginia E. Sours)"

<br /> "As Secretary of the Executive Board of the Park View Elementary School Parent Teachers
<br />Association, I have been asked to write to you concerning the City Sales Tax which we understand is due to come
<br />before the City Council sometime in the near future. We would like to express our approval of a City Sales Tax
<br />if the Personal Property Tax is eliminated.
<br /> Thank you for your eonsideration on this matter. (Signed: N. A. Pussell, Secretary}"

<br />The following reports from the City Manager ~ere read:

<br /> 65-68 - "Bids were opened on March 10, 1965, for the foundation for the two million gallon
<br />ground storage water ~eservoir to be constructed at the five-mile post of the Seaboard Airline Railroad.
<br /> The following bids were received:
<br />

<br /> The bid of F. A. Duke Company, Inc., in the ameunt of $$6,336.00 being the low bid, I
<br />recommend the contract be awarded this firm."
<br />
<br /> Motion of Mr. Barnes to concur in the Manager's recomendation and award the bid to the
<br />F. A. Duke Company was adopted without dissenting vote.
<br />
<br /> 65-69 - "Under the laws governing the composition of the Planning Commission, only one
<br />City employee can serve on this commission, with the other six members being citizens.
<br /> Since Mr. Mason has been employed bythe City, this nm~ means that there are two City
<br />employees on the commission as I am alsoa member. It is my recommendation that Mr. Mason remain as the City
<br />employee on the Planning Commission, I therefore wish to submit my resignation from the Portsmouth Planning Commiss~
<br />ion with the request the Mr. Mason serve as the City employee representative on the commission. It will be necessar
<br />for City Council to appoint a citizen to this commisgion to fill Mr. Mason's unexpired term.
<br /> At this time, I would also like to submit my resignation from the Southeastern Virginia
<br />Regional Planning Commission. It will be necessary for City C6uncil to appoint someone to fill this position."
<br />
<br /> ~tion of Mr. Hastes to accept the City Manager's resignation from the Planning Commission
<br />and the Southeastern Regional Planning Commission, with commendation for his services on both commissions was
<br />adopted without dissenting vote.
<br />
<br />65-70 - "I submit the attached ordinance and recommend that it be placed on first reading.
<br />This appropria~tes $50,000 for the purchase of property in Pinners Point. This is for five
<br />pieces of property which are for sale and can be acquired for the further development of the port facilities in
<br />Pinners Point.
<br /> The City Assessor has reviewed this property and concurs in the prices."
<br />

<br />On motion of Mr. Dillon the following ordinance was approved on first reading without
<br />
<br />"AN ORDINANCE TO APPROPRIATE $50,000.00 FROM THE GENERAL CAPITAL IMPROVEmeNT FUND FOR
<br />THE PURPOSE OF PURCHASING PROPERTY LOCATED IN PINNERS POINT"
