April 15, 1965 <br /> <br /> This recommendation of approval is expressly based upon a March 2 resolution accepting the <br />proposed zoning plan of the Weaver Redevelopment Project as prepared by the consultant firm Harland Bartholomew and <br />Associates for the Portsmouth Redevelopment and Housing Authority." <br /> <br /> Motion of ~. Hastes that the Clerk be authorized to advertise for hearing on May 11, was <br />adopted without dissenting vote. <br /> <br />65-96 - The following communication from the Planning Director was ~ead: <br /> <br /> "At its regular monthly meeting on April 6, 1965, the City Planning Commission resolved to <br />recommend approval of a street closure petition submitted by Attorney Cleaves' Manning for vacating Doyle Street <br />(formerly Wyoming Street) west. of Graham Street (Between Graham Street and the Belt Line Railroad)." <br /> <br />Motion of Mr. Easte$ to refer to the City Attorney was adopted without dissenting vote. <br /> <br /> 65-97 - A communication from Carl E. Wimbrough asking for refund of $11.51 for chickens <br />destroyed by stray dogs was presented. <br /> <br /> Motion of Mr. I~ght that the City Treasurer be authorized to make the refund from funds <br />in her hands from collection of Dog Taxes, was adopted. <br /> <br /> 65-98 - Report of the inspection of the City's lockup by the Department of Welfare and <br />Institutions was presented. <br /> <br />On motion of Mr. Hastes, received as information; <br /> <br /> 65-99 - Report of the inspection of the City jail by the Department of Welfare and <br />Institutions was presented. <br /> <br />On motion of Mr. Knight, received as information. <br /> <br />65-100 - The following communication from A. L. Pierce, 119 Channing Avenue was read: <br /> <br /> "A group of us taxpayers-in the,one hundred block of Channing Avenue would like to be heard <br />before the City Council at their next meeting in regards to the condition of our street." <br /> <br />Mr. Pierce was not present. <br /> <br /> Motion of Mr. Knight that this matter be placed on the agenda for the next regular meeting, <br />on April 27, 1965, and that Mr. Pierce be notified was adopted without dissenting vote. <br /> <br />65-101 - The following communication from the Superintemdent of Schools was read: <br /> <br /> "The Portsmouth School Board passed the enclosed resolution at i~s ~eeting last night and <br />requests that your Body adopt an appropriate ordinance removing Portsmouth from the jurisdiction of the State Pupil <br />Placement Board." <br /> <br /> "WHEREAS, all power of enrollment or placement of pupils in Portsmouth Public Schools is <br />presently vested in the Pupil Placement Board of the State; and <br /> I~REAS, it is the opinion of this Board that it is no longer practical or feasible for the <br />local school board to remain under the jurisdiction of the State Pupil Placement Board; and <br /> I~HHREAS, it is the desire of this Board to assume the power and d~ty of the assignment of <br />the pupils in its schools. <br /> NOW, THEREFORE, BE IT RESOLVED by the.School Board of the City of Portsmouth, Virginia, that <br />it is hereby recommended to the'Council of the City of Portsmouth, Virginia, that the said Council adopt an <br />appropriate ordinance removing Portsmouth from the Jurisdiction of the SZate Pupil Placement Board and giving to the <br />Portsmouth School Board the power of pupil assignment. <br /> BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to the Portsmouth City <br />Council, the State Board 6f Hducation, and ghe State Pupil Placement Board." <br /> <br />dissenting vote: <br /> <br />On motion of Mr. Johnson, the following ordinance was approved on first reading without <br /> <br />"AN ORDINJuNCE TO REMOVE PORTSMOUTH FROM THE JURISDICTION OF THE STATE PUPIL <br />PLACEMENT BOARD AND VEST THE POWER OF PUPIL ASSIGN~dENT IN THE SCHOOL BOARD <br />OF THE CITY OF PORTSMOUTH" <br /> <br />65-102 - The following cormmunication from Herbert C. Fields was read: <br /> <br /> "I hereby respectfully submit my application for Justige of the Peace for WaShington Ward. <br /> I have been a resident of PPashington Ward for seventeen years and a property owner in said <br />ward. <br /> I thank you for any consideration you may extend me in this respect. <br /> I have been in the insurance business in Portsmouth for nineteen years and have contact with <br />many people in the City." <br /> <br />vote. <br /> <br />Motion of Mr. Knight to refer to a conference of the Council was adopted without dissenting <br /> <br />65-105 - The following communication from William R.
