<br /> WHEREAS, it~is desirable and in the public interest that the Portsmouth Redevelopment
<br />and Housing Authority make surveys and prepare plans, presently estimated to cost approximately one hundred twenty-
<br />five thousand, three hundred and nineteen dollars ($125,319.00), in order to undertake and carry out an urbanr~newa]
<br />project of the character contemplated by Section 110 (c): of Title I, in that area proposed as an Urban Renewal Area,
<br />situated in the City of Portsmouth, and State of VirgiFia, which is described as shown on the attached sheet; and
<br /> [~4EREAS, Title VI of the Civil Rights Act of 1964, and the regulations of the Housing
<br />and Home Finance Agency effectuating that Title, provide that no person shall, on the ground of race, color, or
<br />national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination in
<br />the undertaking and carrying out of urban renewal projects assisted under Title I of the [lousing Act of 1949, as
<br />amended.
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA:
<br />
<br /> 1. That the proposed Urban Renewal area described is a slum, blighted, deteriorated,
<br />or deteriorating area appropriate for an urban renewal project and that the undertakingby the Portsmouth
<br />Redevelopment and Housing Authority of surveys and plans for an urban renewal project of the character comtemplated
<br />by Section 1t0 (c) of Title I in the proposed Urban. Renewal Area is hereby approved.
<br /> 2. That the financial assistance available under Title I is needed to enable the
<br />Portsmouth Redevelopment and Housing Authority to finance the ptanpisg and undertaking bf the proposed Project.
<br /> 3. That it is cognizant of the conditions that are imposed in the undertaking and
<br />carrying out of urban renewal projects with Federal financial assistance under Title I~ including those relating to
<br />(a) the relocation of site occupants; (b) the provision of local grants-in-aid; (c) the prohibition of discriminatior
<br />because of race, color, creed, or national origin; and (d) the requirement that the locality present to the Housing
<br />and Home Finance Administrator, as a prerequisite to approval of the application described below, a workable program
<br />for community improvement, as set forth in Section 101 (c) of Title t, for utilizing appropriate public and private
<br />resources to eliminate and prevent the development or spread of slums and urban blight.
<br /> 4. That the United States of America and the Housing and Home Finance Administrator
<br />be, and hereby are, assured of full compliance by the Council of the City of Portsmouth with regulations of ~he
<br />Housing and Home Finance Agency effectuating Title VI of the Ciyil Rights Act of 1964, with respect to said Urban
<br />Renewal Project.
<br /> $. That it 'is the sense of this body (a) that a feasible method £or the relocation of!
<br />individuals and families displaced from the Urban Renewal Area, in conformity with the requirements of Title I, can
<br />be prepared, and (b) that local grants-in-aid can and will be provided in an amount which will be not less than one
<br />third of the Net Project Cost of the Project and which together with the Federal capital grant, will be generally
<br />equal to the differenae between Gross Project Cost; and the proceeds or value of project land sold, leased, or
<br />retained for the use ih accordance with the urban renewal plan.
<br /> 6. That the filing of an application by the Portsmouth Redevelopment and Housing
<br />Authority for an advance of funds from the United States of America to enable it to defray the cost of the surveys
<br />and plans for an urban renewal project in the proposed Urban Renewal Area described above is hereby approved."
<br />
<br /> Motion of ~,lr. Eastes that the City Manager reply to the following letter from the
<br />Park View Improvement League and set up a conference for representatives from the League to meet with the Council,
<br />was adopted without dissenting vote.
<br />
<br /> "According to an article I read in last Eriday's issue of the Virginian-Pilot, the
<br />Park View Conservation Plan has been submitted to you by the Redevelopment and Housing Authority, and is on the
<br />agenda for the meeting ofT aesday, April 15. It is my understanding that the Plan will parallel Council's resolution
<br />of March 9 in that it will cover what is known as Project 4 and exclude the area formerly embraced within th~ so-
<br />called non,assisted project, which was never consummatbd and as to..which we have no regrets.
<br /> If ~y understanding is correct, adoption of the Plan would merely perpetuate the
<br />mistake that had its origin in the ill-conceived non-assisted project and we hope it will not be progressed unti]
<br />the Improvement League is given an opportunity to express its opinion in connection therewith.
<br /> We believe the Improvement League represents the views of a great majority of the
<br />residents of Park View and, therefore, should be permitted to air such views as it may have in the instant case.
<br />After all, we who live in Park View are those most virtually affected, and in the light of the objectives of the
<br />League~ we feel that we ought to be allowed to state what we think is good or bad for the area, i. e. alloof
<br />Park View.
<br /> Hence, we respectfully request that (a) no action be taken by Council at its April
<br />15 sessien;;(b) that the Park View Improvement League be given the opportunity to examine the Conservation Plan
<br />now before you; and (c) that we be accorded the privilege of discussing the matter either formally or informally
<br />before final action is taken."
