<br /> "I would like to bring to you for consideration the following facts regarding*~
<br />residents travel problems in the Modges Ferry, Pine Acres, an~, although not at present under the jurisdiction of
<br />the City of Portsmouth, sections of Western Branch from Route 357 to Raleigh Place.
<br /> I believe most residents of the above mentioned sections are in complete accord with
<br />the work being done on Portsmouth Boulevard, knowing the ultimate benefit of travel which will be enjoyed upon
<br />completion of this highway, However, it is impossible at the present time to get through to a decent street, attempt~
<br />lng to aid the work on the highway by cutting through to Route S8 or by going though Portsmouth City Park, without
<br />hav~figto ride over the worse roads than the sections of Portsmouth Boulevard that are under construction. I work
<br />in Cradock and from Pine Acres find it quite simple to cut through Hodges Ferry Road, cross Route S8 and thence
<br />over the Greenwood Drive over-pass to Victory Boulevard. Hodges Ferry Road, at the intersection of Mayflower Road,
<br />has been torn up for over four months - WHY????? I have seen no one working at this location in several months yet
<br />the condition of the road at this spot causes one to all but stop to go over the ruts.
<br /> Living in the previously annexed area, I was, of course, in the Western Branch DistriCt.
<br />At that time I became a member of the Western Branch Fire Company, Inc.,. as a volunteer. I am still a member.of the
<br />Company and on my duty night at the station serve in the capacity as one of the ambulance drivers. If a call comes
<br />in from the Route 337 section, we are instructed NOT TO ATTEMPT to take our patient to the hospital any way other
<br />than down Taylor Roa~ and through Churchland. This usually is a loss of at least ten minutes of time, which might
<br />in some cases be the difference between life and death for the one we are serving. If any of the streets just past
<br />the Hodges Ferry Bridge to the right were at least passable we could cut through to Route S8 and thence to Maryview.
<br /> If the residents of the previously stated areas could be given some relief by making
<br />the "side streets" passable, I believe you would hear less complaints and remarks about the promises the City made
<br />at the time of annexation regarding the COndition of the roads and streets in this ares of Western Branch. Would
<br />it be possible to give all of us a little relief both on our nerves and sutomobiles? I hope so, sincerely."
<br />
<br /> Motion of Mr. Knight to refer to the City Manager for investigation and report
<br />back to the Council was adopted without dissenting vote.
<br />
<br />65-104 - The following communication from Mrs. Mayetta L. Ford was read:
<br />
<br /> "Quite some time ago, the members of the Cavalier Manor Civic League went before you
<br />asking for more light for section one of this community. On one o~ more occasions it has been brought to your
<br />attention since then.
<br /> This section is lighted with the old fashioned lights that were here before the
<br />City,annexed Cavalier Manor and they are woefully inadequate. The section is so dark as to necessitate the
<br />residents bur/~g of their pprch lights to help light the area and to discourage break-ins as well as the stealing
<br />of parts from cars.
<br /> ~e are again asking ~hat something be done about this. If the City does not have
<br />enough money to light the section (although thousands of dollars are being spent to light the school ground for
<br />night ball), will you please have a light put on the post that stands on the ground directly to the right of the
<br />Community Center? This Building stands in darkness am~ as a result, we are constantly spending money to repair
<br />cut wire, replace locks that have been broken in an attempt to pick them, removing beereans and whiskey bottles that !
<br />have been left by persons who use the grounds for rendevous, and replacing outside porch lights that have been broken.
<br />and the bulbs stolen. Too, two stolen cars have been found abandoned there and the building has writing all over
<br />tha~ side. Our barbecue pit has been torn down (partially).
<br /> W~ wish to do some painting amd fixing the building but it's useless as long as it is
<br />in darkness; hence, we are asking again for light. If the City will put the light on the pole (immediately, if
<br />possible], and send us the bill, we will pay for it."
<br />
<br />Motion of 5~. Johnson to refer to the City Manager for reply was adopted.
<br />
<br />65-105 - Motion of Mr. Knight to go into the election of a member of the Planning
<br />
<br />Commission was adopted.
<br />
<br />Mr. Knight nominated Mr. J. L. Smith, Jr., Middle Street
<br />
<br />On motion of Mr. Leary, nominations were closed.
<br />
<br /> Vote being taken, Mr. Smith was elected a member of the Planning Commission to fill
<br />the unexpired term of Carroll A, Mason, which expires on January I, 1969.
<br />
<br /> 65-106 - Motion of B,~. Knight to go into the election of~a member to the Southeastern
<br />Reginnal Planning Commission was adopted.
<br />
<br />Mr. Freight nominated Carroll A. Mason.
<br />
<br />On motion of Mr. Leary, nominations were closed.
<br />
<br />Planning Commission.
<br />
<br />Vote being taken, Mr. Mason was elected a member of the SoutheaStern R~gional
<br />
<br /> 65-107 - ~otion of Mr. Knight that the Planning Commission be requested to consider
<br />the practicability of publishing information regarding the zoning plan for Portsmouth Boulevard; if it is found to
<br />be practicable, that the Commission proceed ~r~erewith; if not, that the Council be so advised was adopted without
<br />dissenting vote.
