April 15, 1965 <br /> <br />"AN ORDINANCE IMPOSING AND LEVYING A RETAIL SALES AND USE TAX FOR THE FISCAL <br />YEAR BEGINNING JUNE 1, 1965) AND ENDING ~Y 15, 1966, AND ALSO FOR BACH AND <br />EVERY YEAR THEREAFTER BEGINNING WITH JUNE 1 OF EACH SUCH YEAR AND ENDING WITH <br />MAY 51 FOLLOWING', UNLESS OTHERWISE CHANGED BY THE C0~NCIL: PRESCRIBING THE <br />TIB~ WHEN THE DOING OF CERTAIN ACTS OR THINGS REQUIRED TO BE DONE HEREUNDER, <br />INCLUDING THE COLLECTION OF SUCH TAXES, SHALL CO~NCE: PROVIDING FOR CERTAIN <br />EXCEPTIONS: DEFINING CERTAIN TERMS: PROVIDING FOR THE PAYMENT AND COLLECTION <br />OF SUCH TAXES: DEFINING VIOLATIONS OF THE PROVISIONS OF THIS ORDINANCE, AND <br />PRESCRIBING PENALTIES THEREFOR" <br /> <br /> Notion 6f Mr. Knight that the information presented by Mr. Clement and Mr. Reed be <br />referred to a conference of the Council was adopted without dissenting vote. <br /> <br />~ng vote: <br /> <br />On motion of Mr. Knight the fpllowing.ordinance was approved on first reading without dissenI- <br /> <br />"AN ORDINANCE TO PROVIDE AND ESTABLISH RULES AND REGULATIONS FOR THE ADNINISTRATION <br /> AND THE F~NFORCE~NT OF THE PROVISIONS OF TIlE CITY OF PORTSMOUTH, VIRGINIA, RETAIL <br /> SALES AND USE TAX ORDINANGE ANR THE COLLECTION OF THE REVENUES THEREUNDER" <br /> <br /> 65-82 - "I submit the attached ordinance and recommend that it be placed on first reading. <br />This amends the Personal Property Tax Ordinance. <br /> This ordinance changes the rate from $2.75 per kundred to $5.00 per hundred and eliminates <br />the houdehold personal property taxation. <br /> These amendments will reduce the revenue derived from this source approximately $500,000 <br />and will be effective on the taxes due in November 1965." <br /> <br />dissenting vote: <br /> <br />On ~otion Of Mr. Leafy the following ordinance was approved on first reading without <br /> <br />"AN ORDINANCE TO AMEND SECTION 5 OF AN ORDINANC~ ENTITLED, "~N ORDINANCE IMPOSING AND <br />COLLECTING TAXES ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND MACHINERY AND TOOLS <br />WITHIN THE LIMITS OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING <br />REVENUE FOR THE SUPPORT OF THE GOVERNMENT AND THE PUBLIC FREE SCHOOLS AND TO PAY <br />INTEREST AND SINKING FUND ON TH~ PUBLIC DEBT FORT HE YEAR BEGhNNING JANUARY 1, 1965," <br />ADOPTED JANUARY 12, 1965, TO INCREASE THE RATE OF TAX ON TANGIBLE P£RSONAL PROPERTY <br />~ND TO EXEMPT CERTAIN PROPERTY FROM TAXATION" <br /> <br /> 65-85 - "I submit the attached omdinance and recommend that it be placed on first reading. <br />This readopts the License Tax OMdinance with the following amendments: <br /> 1. Retail merchants' licenses reduce~ from $.25 to $.25 per hundred. This will not ~e <br />effective until the license period beginning May 1, 1966. <br /> 2. License tax on trailer courts. This is the same as previously proposed. The rate is <br />$S0 per occupied trailer space and prorated on a quarterly basis. <br /> 5. License tax on persons conducting sight-seeing tours - $150 annually. <br /> 4. License tax on rummagesales - SS. It also prohibits rummage sales on High Street <br />between-Chestnut and Water Streets. <br /> 5. Beamty Parlor licenses have been placed on the sam~ bas~s as Barber Shops. <br /> The readoptian of the ordinance is being requested in order that the License Tax booklet can <br />be reprinted including all amendments since 1961." <br /> <br />"AN ORIILNANCE INPOSING AND LEVYING LICENSE TAXES FOR THE YEAR BEGINNING MAY 1, 1965, <br />AND ENDIN~ A~RIg 30, 1966, AND ALSO FOR EACH AND EVERY YEAR THEREAFTER BEGINNING <br />WITN MAY 1 OF EACH SUCH YEAR~ND ENDING WITHAPRIL 30 FOLLOWING, UNTIL OTHERWISE <br />CHANGED, FOR THE PURPOSE OF PROVIDING FUNDS FOR THE OPERATION OF THE CITY GOVERNb~NT, <br />AND THE PAYMENT OF THE CITY DEBT, AND FOR OTHER MUNICIPAL PURPOSES, PROVIDING FOR <br />THE COLLECTION OF SAID LICENSE TAXES, AND PROVIDING PENALTIES" <br /> <br />vote. <br /> <br />On motion of Mr. Knight the ~bove ordinance was approved on first reading without dissenting <br /> <br /> 65-84 - "I submit the attached ordinance and recommend that it be placed on first reading. <br />This appropriates $10,500 in the Capital Improvement Fund for the purchase of property. <br /> The owner of the property at 1824 Queen Street desires to dispose of Ris property which is <br />in the rear of the Harry Hunt Junior High' School and adjacent to Buck Childs Field, This is in.conformance with the <br />Recreation Commission's recommendation to acquire the Queen Street property for the enlargement of Buck Childs Field?' <br /> <br />dissenting vote: <br /> <br />On motion of Mr. Johnson the following ordinance was approved on first reading without <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,500.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR <br />THE PURCHASE OF PROPERTY AT 1824 QUEEN STREET" <br /> <br /> 65-85 - "I submit the attached ordinance and recommend that it be placed on first reading. <br />This appropriates $25,000 from the Capital Improvement Fund for annexation expenses. <br /> The funds are to be Used for engineering and legal work now being done along with aerial <br />survey work for the annexation case." <br /> <br /> On motion of Mr. Bastes, the following ordinance was approved on first reading without <br />dissenting vote: <br /> <br /> <br />
