April 1S, 1965 <br /> <br />"AN ORDINANCE TO APPROPRIATE $25,000.00 FROM THE GENERAL CAPITAL <br />IMPROVEMENT FUND FOR THE PURPOSE OF ANNEXATION EXPENSES" <br /> <br /> 65-86 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This appropriates $15,000 for microfilming the records of the Hustings and Circuit Courts. <br /> This has been requested by the Clerks of the Courts as a safety measure against the <br />possibility of fire destroying these records. <br /> Also, by having these records microfilmed, it will be possible to revise the system <br />of recording the ~ecords of thes~ courts which could produce a savings of better than $S,000 annually.~ <br /> <br /> On motion of ~4r. Knight, the fol$o~ing ordinance was approved on first re~ding, with- <br />out dissenting vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $IS,000.00 FROM THE GENERAL FUND FOR THE PURPOSE <br /> OF MICROFILMING CURTAIN COURT RECORDS" <br /> <br /> 65-87 - "I submit the attached agreement and recommend that the proper City officials1 <br />be authorized to sign. This is an agreement between the Security M~crofilm Service and the City of Portsmouth for <br />microfilming the records of the Hustings and Circuit Court~. Security Microfilm Service will do the work in the I <br />offices of the courts, edit the film, index each roll of fllm and prepare all film for storage in a national storagel <br />site of the Clerk's selection." <br /> <br /> ~iotion of Mr. Leafy that the proper City officials be authorized to sign the agreement <br />was adopted without dissenting vote. <br /> <br /> 65-88 -" I submit the attahked ordinance and recommend that it be placed on first <br />reading. This appropriates $8,000 from the City Garage Fund for the purchase of automotive equipment. It is <br />necessary that we replace four pick-up trucks at this time and there is no appropriation available in the City <br />Garage Budget at this time." <br /> <br /> On motion of Mr. Leafy, the following ordinance was approved on first reading <br /> <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $8,000.00 FROM THE CITY GARAGE FUND FORT HE <br />PURCHASE OF AUTOMOTIVE EQUIPMENT" <br /> <br /> 65-89 - "I submit the attached resolution and recommend its adoption. <br /> This is necessary to allow the Council to establish a parking authority and <br />designates the date the terms of the members will commence." <br /> On motion of Mr. Knight the following resolution was unanimously adopted: <br /> ("Ifl4ER~AS, by Chapter 55t of the Acts of Assembly, 196~, there was created a <br />Portsmouth Parking. Authority; and <br /> ~MER~AS, said Act prohibits the Authority from transacting .any business until the <br />necessity therefor be declared by the Council of the City of Portsmouth. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that this Council deems it advisable and hereby declares the necessity for the Portsmouth Parking Authority to <br />transact business as authorized hy Chapter 351 of the Acts of ~ssembly, 1964. <br /> BE IT FURTHER RESOLVED that the term of the initial members of the Portsmouth <br />Parking Authority shall commence on May 1, 1965.") <br /> <br /> 65-90 - "I submit the attached letter from the City Manager of Chesapeake concerning <br />the sale of the Courthouse property. <br /> I recommend that the City Attorney and I be authorized to meet with the 'Chesapeake <br />officials regarding the sale of this property." <br /> <br /> (,At the regular meeting of the Eity Council, held 23 March 1965, the above <br />ca~tioned subject was presented by this office. Yours of 15 February 1965, concerning the City of Portsmouth's <br />offer of $150,000.00 to the City of Chesapeake for the City of Chesapeake's interest in the Courthouse property <br />was presented along with the' appraisal made for the City of Chesapeake's share by A. P. Grice and Sons, Realtors. <br />The aforementioned appraisal set the value of the City of Chesapeake's land and improvements at $175,000.00 . <br /> As you recall, when we first entered into this subject matter we were using the <br /> land book value of the City of Portsmouth, and the City of Chesapeake's share amounted to $165,245.00. <br /> After presentation of all facts in this case, the City Council of thi~ City authorize~ <br />this office to advise you that we will not accept less than $175,000.00 for thevinterest the City has in the <br />Courthouse property, located in Portsmouth. This matter was referred to the City Attorney to consummate same with <br />yOU. <br /> Please consider this as a formal offer and advise me as soon as nossible so that we <br /> can close this matter out at the above mentioned offer made by t~is office.'~) <br /> <br /> Motion of ~lr. Leafy to concur in the recommendation of the City Manager was adopted <br />wihtout dissenting vote. <br /> <br /> 65-91 - "I submit the attached assignment of lease between the Portsmouth Port and <br /> Industrial Commission and the City of Portsmouth and recommend the proper City officials be authorized to sign. <br /> This gives the Port,Commission authorization to operate the pier facilities at <br /> Pinners Point which the City leased from the State Ports. Authority. It is n~dessary to execute this agreement to <br /> give the Portsmoath Port and Industrial Commission the proper authority." <br /> <br /> Motion of Mr. Eastes that t~e proper City officials be authorized to sign the <br /> agreement was adopted without dissenting vote. <br /> <br /> <br />
